Job Description:

Leidos is seeking an IT Program Manager to support a client's mission partners in meeting their specific technical needs in the development of applications. The client requires support in three areas; application development and support, system administration and cloud infrastructure support, and access administration and support. This requires collaborative work as a team and being actively engaged across the IT enterprise in support of the client. The client requires a highly skilled professional with front-end development expertise to work on a team of technical professionals. The Software Engineer IT Program Manager will develop front end user interfaces, maintain existing programs and projects and assist in making refinements, reducing operating time, and improve current techniques, and use agile development practices. The individual in this role will analyze user needs to determine a feasible design within time constraints, provide a weekly report on project (s) status to management, and consult with management and Mission Partners on project status and technical issues such as software system design and maintenance

The client requires a Contractor team that shall handle policy and technical implementation activities under the Data Compliance Program. This includes Project and Program management support, policy interpretation, communication and training, ongoing external system interaction and software and application development in partnership with the client’s technical partner group. The Program Manager will work closely with all team members, including technology, systems, program, training, communication, and oversight, both internal to the program as well as with external mission partners across the client organization, maintain the client’s communication and training platforms such as client's WordPress, Confluence and Moodle, serve as the client team’s POCs with IT system teams to include ongoing communication and requirement tracking regarding data policy requirements, engage with legal and data governance partners and other key client stakeholders as required, and write code to support pulling and compiling relevant metrics for a dashboard using tools such as Tableau for work in a matrixed capacity with client’s technical partner team.

Basic Qualifications

  • TS/SCI with polygraph security clearance
  • Demonstrated experience in software systems applications, design, development, and inter-connectivity.
  • Demonstrated experience designing user interfaces utilizing HTML and CSS.
  • Demonstrated experience developing JavaScript based applications.
  • Demonstrated experience developing with modern JavaScript (JS) Frameworks with one or more of the following, Angular, AngularJS, Vue or React.
  • Demonstrated experience programming to data driven APIs.
  • Demonstrated on-the-job experience developing or consuming micro-services.
  • Demonstrated experience performing engineering work with Public Key Infrastructure.
  • Demonstrated experience translating either initially ill-defined or increasingly complex system requirements into an end-to-end design for applications or databases that may involve multiple interfaces to other applications or supporting systems and then work to fulfill these requirements.
  • Demonstrated experience writing clear and concise technical documentation.
  • Demonstrated experience building and enhancing partnerships with a diverse customer base, such as contractors, service delivery partners, and other stakeholders.

  • Demonstrated experience supporting the client organization’s mission.
  • Demonstrated experience programming utilizing Python.
  • Demonstrated experience migrating legacy SharePoint and Lotus Notes Applications to new application frameworks.

Pay Range:Pay Range $101,400.00 - $156,000.00 - $210,600.00
