Job Description:

The Electronic Warfare Division of Leidos is seeking a Chief Systems Engineer (CSE) in Arlington, VA.

The CSE is responsible for all product development/delivery for a complex real-time tactical system in a highly dynamic and challenging environment. He/she oversees the design, development, documentation, testing and fielding of complex real-time software systems. This includes assessing, allocating new and reallocating existing functional requirements, and accordingly modifying a system-of-systems currently in service aboard a major military combatant aircraft. The CSE applies the appropriate standards, processes, procedures, and tools throughout the development life cycle. He/she supports the Program Manager, by managing all engineering related budgets and schedules. The CSE also manages the engineering portion of proposals.


Performing these responsibilities will include significant collaboration and coordination with external customers, management, subcontractors, vendors, and other engineering disciplines. The CSE requires strong skills with proactive communication and the building of collaborative relationships.

We are seeking a proven leader with experience managing real-time software development on a large system “program of record”. The ideal candidate will understand cost and schedule drivers in support of engineering decisions. They will use their thorough understanding of software engineering, system engineering, software architecture and management principles to effectively execute the program.

Applicant selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Candidates must possess an active DoD Secret clearance to start, and must have the ability to obtain a TS clearance in the future.

Required Qualifications
BS or Master’s Degree accompanied with 12+ years’ related experience.
•Technical experience in systems engineering, system architecture, software engineering, software architecture, and/or related fields

•Experience in the following:
o Leading development of a software-based operational system
o Transitioning R&D software to an operational system
o Taking a program through the Design Reviews, including SRR, PDR, and CDR
o Developing formal DoD / NAVAIR requirements
o Requirements traceability for software systems (RVTM)
o Creating DoDAF artifacts
o CMMI, including the generation of appropriate artifacts
o V&V, including automated testing of software systems.
o Writing software systems engineering documents (SDP, etc.)
o Development of formal software interface documents (IDDs/ICDs)

o Lead in the analysis of existing Electronic Warfare sub-system specifications (SSS)

o Leading teams within the DoD policies and procedures for operational software maintenance, modification and configuration management for a major DoD acquisition command
o Shaping and leading a diverse multi-disciplinary team in a dynamic environment
o Developing detailed plans/schedules in support of technical assignments
o Presenting and conveying focused messages to external customers, program management, and teammates
o Establishing formal software development processes and procedures
o Leading integration of software into another vendor’s embedded system
o Leading integration of software from a third party

Desired Skills
•Experience with the following:
o Agile software development methodologies (Scrum Certification a plus)
o Team software development tools, such as Jira and Confluence
o Software configuration management tools, such as SVN and GIT
o Software requirements tracking tools, such as DOORS
o Model-Based software development methodologies, including the Rational Unified Process (RUP)
o Open systems architectures and approaches
o UML
•Ability to work with effectively with different engineering disciplines, including hardware, systems engineering, test and integration, and signal processing
•Ability to work in a fast-paced and dynamic environment.
