Job Description:

Department of Homeland Security (DHS), Security Operations Center (SOC) Support Services is a US Government program responsible to monitor, detect, analyze, mitigate, and respond to cyber threats and adversarial activity on the DHS Enterprise. The DHS SOC has primary responsibility for monitoring and responding to security events and incidents detected at the Trusted Internet Connection (TIC) and Policy Enforcement Point (PEP) and is responsible for directing and coordinating detection and response activities performed by each Component SOC. Direction and coordination are achieved through a new shared DHS incident tracking system and other means of coordination and communication.


The Technical Writer will support a DHS customer in documenting Supply Chain Risk Management (SCRM) Policy Directives, Instructions, Standard Operating Procedures (SOPs), Vendor Due Diligence reports, Guides, Operational reference documentation, security compliance documentation, training material, writing and editing technical documents, and white papers to be delivered to the government in response to requirements.

Will be responsible for taking very detailed notes of various program meetings and documenting actions.

In addition, will create presentations primarily using MS Powerpoint and Visio.

Will create various weekly, biweekly and monthly reports.

Responsibilities:

  • Conduct research and gather content for required SCRM documents. Interact with stakeholders of SCRM program, technical or subject matter expert (SME) team members for content development.

  • Writes or edits documentation to include materials for reports, manuals, briefings, proposals, instructional materials, White Papers and other documents, into an easy to read, comprehensive, compliant, clear, concise, and compelling documents.

  • Reviews, performs quality assurance, and edits SCRM Due Diligence reports. Ensures content properly adhere to required templates.

  • Ensures the appropriate use of technical terminology in SCRM related documents.

  • Assists in collecting and organizing information required for development, and/or improvement of policies, instructions, guides, training materials, SOPs, and reports.

  • Organizes information from multiple sources and expresses technical information in written form that is comprehensible to a wide audience of readers.

  • Become familiar and comply with government style guides. Track and manage assigned tasks.

Minimum Requirements

  • 5+ years of experience writing operational guides, procedures, technical or policy documentation.

  • BA/BS degree in a technical field or English/Journalism and 8 years of prior relevant experience or Masters with less than 2 years of experience.

  • Active Secret clearance and the ability to obtain a DHS EOD.

  • Outstanding communications, professional writing, editing, proofreading, and grammar skills.

  • Expertise using MS Office Suite including Visio, Excel, Project and Word.

  • Ability to handle multiple tasks and adjust to changing priorities as needed

  • Strong attention to details is required

PREFERRED QUALIFICATIONS:

  • Familiarity with Department of Homeland Security terminology.

  • Experience conducting open source research.

  • Working knowledge of IT standards and frameworks such as ITIL, NIST or ISO.

  • Experience with various procurement platforms and US Government audits.

  • Fundamental understanding of cyber supply chain risk management processes and quality management processes.

  • Understanding of Risk Management Framework (RMF)

  • Understanding of NIST 800-161, NIST 800-30, NIST 800-37 or equivalent DoD policies/standards.
