AECOM is seeking a Deputy Chief of Staff for Strategy for an anticipated position to oversee the Joint Monitoring and Evaluation Commission (JMEC) programmatic work in relation to the implementation of the South Sudan Political Peace Process Agreement. He/she oversees and provides direction to the special advisors in each thematic working area of the Agreement, and supports and deputizes the Chief of Staff where requested. He/she is a member of the Senior Staff Management Team.The appropriately qualified candidate should be able to perform the following job duties:
Specific tasks include, but are not limited to: Policy, Planning, Strategy, and Implementation
In cooperation with the Chief of Staff, develop and implement the agreed JMEC strategic plan and assist in the development of policy for JMEC on issues of implementation; assist the Chief of Staff to manage the tactical approach, sequencing, and programmatic operations of JMEC;
Oversees the thematic policy areas of JMEC’s work and assists the Special Advisors to develop programs of work in their respective thematic areas;
Implements research initiatives to respond to the long-term needs of JMEC;
Assists in the preparation of JMEC reports, other documents, agendas, working papers, and correspondence;
Develops the rules of procedure for JMEC meetings and working groups, in conjunction with the Chief of Staff and the Legal Advisor;
Analyzes political developments in South Sudan and provides supporting to JMEC leadership;
Serve as Deputy Secretary to JMEC plenary meetings.
Perform the duties of the Chief of Staff in his or her absence.
Manages recruitment of Special Advisors and expert resource persons; in conjunction with the Chief of Staff, liaises with partners on the seconding of expert personnel;
Manages the day-to-day work of the Special Advisors in each thematic area in accordance with JMEC’s mandate and with the policy and directions of the Chairperson, Deputy Chairperson and Chief of Staff;
Identifies crosscutting issues and ensures coordination between Special Advisors and thematic areas;
Reviews documents and analysis of the Special Advisors;
Assists the Chief of Staff in the implementation of the communications and public outreach strategy, in coordination with the Communications Officer.
Perform all other position related duties as assigned or requested.
- Qualified applicants who are offered a position must pass a pre-employment substance abuse test and be capable and willing to submit and pass random fitness for duty screening particularly for drugs and alcohol.
Acquired graduate or professional degree in area studies, international relations, security affairs, political science, and/or war college graduate or related field.
Familiarity of the South Sudanese armed forces, political landscape, and economy.
Expertise in some or all of the following areas: political analysis, human rights, post-conflict transition, and/or elections.
Demonstrated prior professional experience with regard to security assistance programs, International Observation, or Verification and Monitoring Mechanisms.
Demonstrated prior professional experience involving international development, conflict mitigation, disaster recovery, humanitarian assistance management, and/or counterinsurgency.
Demonstrated prior professional experience planning, strategizing, implementing, and reporting on projects.
Proficiency with personal computers and capable of using Microsoft Office products such as Word, PowerPoint, and Excel.
Capable of moderate physical exertion, to include the ability to lift and carry items of up to fifty (50) pounds.
Due to nature of the work, candidate must be a US Citizen.
