Job Title: Division Director of Technical Operations (DTO)
Summary of Duties: Oversees and manages effective operation of Information Technology in the division and ensures strategic and operational alignment with HCA enterprise ITG goals and objectives with a focus on the Technical Operations. Serves as a key member of the leadership team for division ITG and works effectively with Senior IT Directors, Division Directors and facility and division executive management. The DTO will be an integral link between enterprise HCA ITG Datacenter and Project teams and the Division staff to enhance the use and effectiveness of its products and services.
Supervisor: Division CIO
Supervises: Roles may include and are not limited to Manager of the PMO, Manager of Network Engineering, Manager of System Administration, Vendors – both Internal and External to ITG. Internal vendors include, but are not limited to: Director of Information Security Assurance, Director of IT Service Desk, Local Access Manager, High availability, Bio Med, Asset Ambassador, and other shared services that may be provide to the division over time.
Duties Include and Are Not Limited To: IT Operations Management: Overall IT Operations Management with an emphasis on technical operations, Service Level Management (Internal and Vendor), Resource Management, Project Processes & Standards Implementation, Compliance Management, Incident Management, Technical Management, Information Security Management, IT Service Desk Management. • Oversee and manage daily technical operations as well as projects in accordance with IT standards and policies • Assists in development, maintenance, and oversight of annual operating and capital budgets for division IT technical operations. • Manages local and Division IT environments according to negotiated and established service level agreements and in accordance with enterprise standards and guidelines • Responsible for vendor management to include negotiation of division-specific IT contracts, mediation of contractual disputes, SLA compliance, MOR reviews and amendments to core agreements • Identifies and coordinates resolution of IT issues through problem management within the division and Corporate • Assists in development and maintenance of an appropriate organizational structure and staffing capable of supporting the business and operational needs of the facilities within the division
Strategic Business/IT Alignment & Planning: Facility/Zone Business/IT Alignment, Strategic IT Planning. • Assists in development, coordination, guidance, and execution of IT systems’ strategic and operational plans in alignment with HCA Healthcare enterprise business and IT strategy. • Participates proactively with division and facility management to optimize the use of information technology in support of clinical/patient-focused mission and business strategies • Assists in defining and managing division success criteria • Fosters utilization of HCA standard solutions and helps ensure that division solutions and initiatives are not in conflict with HCA Healthcare enterprise solutions, processes, standards, and policies
Relationship Management & Communication: Facility Leadership, Facility Department Directors & Managers, Facility IT Users, Facility IT Staff, Physicians, Vendors, SSC, OSG, Supply Chain, Division IT Groups. • Builds positive relationships with Division leaders as dictated by the business organizational structure and represents ITG on appropriate business committees • Communicates successes, challenges, opportunities, trends, and lessons regarding the division to Division CIO • Cascades technical information to IT leadership and staff • Serves as Co-Ethics and Compliance Officer
Project Portfolio & Project Implementation Management: Managing the Portfolio of Work, Managing Individual Projects • Leads scheduling and implementation of HCA Healthcare enterprise IT initiatives • Responsible for tracking all IT project initiatives, Project Portfolio & Project Implementation Management: Managing the Portfolio of Work, Managing Individual Projects • Communicates, develops, and leads IT governance processes & practices through the PMO
Process Engineering: Improvement of Workflow through Technology, Utilization of Technology • Ensures enterprise IT systems operate according to internal standards, external accrediting agency standards, and legal requirements. • Enforces policy and procedures to ensure the protection of enterprise IT assets and the integrity, security, and privacy of information. • Oversees development and maintenance of a division-wide disaster recovery plan as well as High Availability initiatives. And asset management initiatives. • Identifies and assists in the development and implementation of division initiatives improving cost effectiveness, healthcare service quality, and business development opportunities • Lead the adoption of Lean/Six Sigma principles in the Division. • Oversee the implementation and use of a measurement and reporting system that monitors appropriate metrics that leads to product/service delivery, quality improvements, and MOR review.
Staff Development: Staffing and Recruiting, Career Development, Mentoring and Coaching, Succession Planning, Performance Management • Actively involved in Human Resources recruitment, performance evaluations, and management of IT division staff • Ensures appropriate training and development programs are utilized to attract, retain, and develop personnel required to support IT services • Participates in Division ITG succession planning activities with CIO
Knowledge, Skills, and Abilities Required: • Knowledge of organizational policies, procedures, systems and objectives • Knowledge of fiscal management techniques • Knowledge of health care administration systems • Knowledge of governmental regulations and compliance requirements • Knowledge of computer systems and applications • Knowledge of Networking • Knowledge of Servers, Storage and backup/recovery • Skill in planning, organizing and supervising • Skill in exercising initiative, judgment, problem solving, decision-making • Skill in developing and maintaining effective relationships with medical and administrative staff, patients and the public • Skill in developing comprehensive reports • Ability to analyze and interpret complex data • Ability to research and prepare comprehensive reports • Possesses strong written, verbal, and presentation skills • Strong leadership skills, personal drive, and ability to see projects through to execution in a matrixed environment • Strong understanding of HCA Healthcare products and services • Strong analytical skills in budgeting, planning and policy maintenance and development • Advanced reasoning, math, and language skills • Ability to communicate effectively at an executive level
Education: • Bachelor’s degree required, and Advanced degree desired. • Preferred: Degree in Health, Business Administration, Information Technology or a related field.
Experience: 5-10 years’ experience with direct leadership responsibility and 10-15 years of IT experience with 5- 10 in managerial capacity with a focus on either Project Management and/or Networking/Server Administration.
Physical Demands/Working Conditions: Requires prolonged sitting, some bending, stooping and stretching. Requires eye-hand coordination and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator and other office equipment. Requires normal range of hearing and eyesight to record, prepare and communicate appropriate reports. Work is performed in an office environment. Work may be stressful at times. Contact may involve dealing with angry or upset people. Staff must remain flexible and available to provide staffing assistance for any/all disaster or emergency situations. Travel between facilities in the division will be required.
