Penske (PL Canada) Area Human Resource Manager - Limited Term Contract in Kitchener, Ontario

This position will be responsible for supporting a 90% hourly based workforce (both union and non-union), and is a key member of the Area Management team, responsible for supporting our mangers and associates in the Canadian Area.


The Area HR Manager oversees all talent management and development activities for the area. Working closely with the area staff, the position will require a proactive approach to ensuring that we have the right associates in the right jobs and who are fully engaged, with strong benches to ensure sustained business success.

People. Lead the Penske Logistics Team:

  • Identify associates who would benefit from development and training opportunities. Actively participate in the interview process at all levels of operations and support the recruiting team in resolving issues throughout the hiring process,.

  • Maintains relationship with relevant colleges and technical schools.

  • Commitment to hiring a diverse workforce and partners with recruiting team to advise them on opportunities to access local diverse recruiting sources.

  • Exemplify the Penske culture and commitment to integrity and code of ethics.

Operations. Lead the Penske Logistics Team to achieve operational excellence.

  • Ensure all operations are optimally staffed and organized to maximize performance.

  • Develop tactical and strategic plans to build talent pipeline through associate development.

  • Actively engages management team in performance management process from a training and coaching standpoint, and ensures follow-up on performance improvement plans. - Ability to deal with a high-level of ambiguity and translate customer requirements into business actions.

  • Strong analytical and strategic decision-making skills.

  • Advise associates and management on the interpretation of personnel policies, programs, and procedures.

  • Conduct location HR audits and ensures HR compliance.

  • Investigate associate complaints and works with Manager/Legal to respond and resolve, elevating serious or complex issues to HR Director and/or Corporate Security.

Growth and Customer Experience. Lead the Penske Logistics Team to provide best in class customer experience & grow our business.

  • Understand the competitive landscape of the customer's business across the globe and align resources to develop a solution.

  • Conducts HR due diligence for new business acquisitions and facilitates new business HR transition, to include issues relating to benefits, compensation, completing and executing on Local Procedures Manual, and related activities.

Labour Relations:

  • Establishes relationship with local shop stewards and union business agents.

  • Work closely with Operations and Labour Management for grievance resolution, and assists with arbitration preparation.

  • Participates in contract negotiations as appropriate.

Compensation and Benefits:

  • Regularly analyzes area associate data, compensation parity, compliance, consistent practices according to Penske policy, etc.

  • Explains policies to managers and associates.

  • Facilitates resolution of payroll issues in a timely manner, taking steps to avoid similar issues in the future.

  • Drives Company's open enrollment process and works with the corporate benefits team to continuously communicate the value of the benefit package.

  • Responsible for communicating benefits to all managers and associates on a regular basis, and for encouraging participation in Company's RRSP plan.

  • Gather and maintain market data on pay and benefits, and relay such information to the Corporate Comp and Pricing teams.


  • Ensures that Area and District management teams foster an inclusive work environment, and have taken Diversity Awareness Training.

  • Ensure managers' understanding of equal opportunity in the workplace.

  • Act as a conduit with field management and the legal department in providing required information around Human Rights claims.

This person will also be expected to perform all other projects and tasks as assigned by the area’s Senior Leadership.


  • Bachelor's degree in Human Resources, related field, or equivalent relevant work experience required

  • 8 years Human Resources experience preferred,

  • Certified Human Resource Leader (CHRL) designation

  • Progressive human resources leadership experience in a similar role (experience logistics or transportation industry preferred)

  • Demonstrated experience and a history of success in a start-up HR environment – you have built HR processes and created the tools for success

  • Strong knowledge of HR functions: associate development, associate relations, labour relations, staffing, compensation, benefits, training

  • General knowledge of employment law, specifically the Canada Labour Code

  • A history of building strong professional relationships at all organizational levels – ideally, you have also led small HR teams

  • A history of dealing with confidential issues in a sensitive, efficient and professional manner

  • A track record of success in identifying facts and investigating issues objectively e.g. you can filter out the noise and come to a decision based on evidence

  • A track record of being a hands-on HR generalist, who is great at tactical execution but who also has the capacity to develop strategy at a leadership level

  • Oversee all investigation and resolutions to employee relation issues and create effective feedback mechanisms

  • Oversee succession and talent development plans, identifying high-potential talent

  • Champion the culture, vision, values and goals of the organization

  • Ability to work well independently and complete tasks with minimal supervision; strong sense of urgency

  • Demonstrated track record of honesty and integrity

  • Detail oriented with strong organizational and documentation skills

  • Ability to thrive in a fast-paced, deadline-sensitive environment

  • Adaptable quick learner with the ability to pick up company's systems and processes quickly

  • Ability to travel up to 75%. (local travel from Kitchener to Woodstock areas) Additional overnight travel as required 20%

  • This is a field HR operations position in a 24/7 environment. Some flexible schedules and weekends required.

  • Regular, predictable, full attendance is an essential function of the job
