Job Description:

Reporting to the Chief Compliance Officer for Trading & Supply (T&S), the Head of Controls & Reporting manages the global Controls & Reporting team, within T&S Compliance, and is a member of the T&S Compliance Leadership Team.

The T&S Compliance Controls & Reporting team has global responsibility for:

  • All Compliance Controls & Reporting, including Financial Crime;

  • Monitoring & Surveillance of T&S’s trading practices and business communications;

  • Completion of Compliance Risk Assessments to allow LOD1 to gain an understanding of their Compliance Risk profile and to determine any actions necessary to reduce the level of risk identified;

  • All Compliance monitoring and oversight activities;

  • Maintaining a framework for Line of Defence 1 (LOD1) assurance plans to enable evidence of compliance;

  • All Compliance Management Information (MI).

The Head of Controls & Reporting will be expected to:

  • Grow the existing Controls & Reporting team in key areas, such as Risk Assessments and MI;

  • Ensure a robust T&S Compliance Control Framework;

  • Obtain evidence of compliance of T&S businesses and process owners (LOD1) by way of Risk Assessment, monitoring and oversight of LOD1’s assurance activities;

  • Oversee the creation and maintenance of a Compliance Controls Library;

  • Challenge the design and effectiveness of T&S Compliance controls;

  • Assess and report on the level of compliance risk within T&S businesses and recommend actions for the business to reduce risks to within tolerances;

  • Report on whether T&S entities/businesses/functions are complying with all major aspects of applicable laws, regulations, policies and compliance requirements (including trader leave and out of the office trading);

  • Develop and implement a robust Monitoring & Surveillance controls plans for both LOD1 and LOD2;

  • Liaise with the Business Integrity Department and Legal on internal investigations and, in some instances, participating in investigations on their behalf;

  • Oversee the production of Management Information to demonstrate the level of compliance based on LOD1’s assurance of effectiveness of Compliance Controls;

  • Analyse Management Information (MI) on Compliance controls for reporting at the T&S Governance, Risk, Compliance & Assurance (GRCA) Committees;

  • Monitor controls testing and, in some instances, conduct a sample check of controls;

  • Input into overall Compliance IT strategy and roadmap for investment into the enhancement of Controls & Reporting tools;

  • Collaborate with the Compliance Advisory and Regulatory teams to ensure that the T&S Control Framework is updated to reflect any regulatory change;

  • Partner as a Compliance Controls & Reporting SME with other parts of Compliance and other Functions, including Legal, Finance and Audit;

  • Be an active and effective member of the Compliance Leadership Team;

  • Develop the skills and competencies of the global Controls & Reporting team.

Requirements:

  • Significant experience in designing, implementing and embedding a robust Compliance Control Framework and monitoring programme within a Financial Services or trading firm.

  • Robust understanding of categorisation and evidence of effectiveness of Compliance controls and the ability to design and implement a comprehensive Compliance Controls library.

  • Clear understanding of the “3 Lines of Defence” model and segregation of duties for each LOD.

  • Proven ability to develop and implement a robust Monitoring & Surveillance controls plans for both LOD1 and LOD2.

  • Proficiency in designing Management Information to demonstrate the effectiveness of Compliance controls and identification of Compliance risks.

  • Proven leadership experience with a demonstrated ability to motivate, develop and drive performance and encourage positive team dynamics.

  • Robust written and verbal communication skills with the ability to influence at all levels of an organisation, both internally and externally, and engage with a wide range of stakeholders. Credible and persuasive in ensuring the needs of our complex business are fully understood, resolve conflict and deliver tough messages.

  • Demonstrated ability to collaborate and partner effectively within a global leadership team.
