Summary:The Proposal Manager will manage the entire proposal process for complex proposals from strategy meetings to proposal delivery and must ensure 100% compliance with proposal requirements. The Proposal Manager will establish and maintain a compliance matrix, outline and proposal schedule and be adept at overall RFP analysis.

Analyzes the RFP/RFQ documents and make associated proposal process and content judgments
Defines style conventions based on proposal standards and the RFP
Establishes and maintain proposal schedule, compliant outline, and compliance matrix
Creates or Approves template, cover, spine, tab, and label content
Gathers, reviews, and submits RFP questions
Plans and leads kick-off, status meetings, and all color reviews
Ensures proposal compliance with RFP requirements
Initiates and ensures RFP and appropriate proposal sections are reviewed by required personnel
Ensures completion of required forms by the appropriate personnel
Prepares review packages and provides necessary guidance
Establishes and maintains the on-line workspace
Coordinates with and supports graphics and production efforts and other external consultants
Reviews all sections
Ensures on time production and communicates delivery plan
Leads book check review
May manage multiple proposals in the same timeframe
Creates a positive work environment, demonstrates a professional attitude, and meets established goals and responsibilities while working in cooperation with colleagues
Commands presence to ensure proposal teams remain calm and focused during stressful time constraints

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
Bachelor’s Degree in English, Strategic Communications, Business, or related field. Master’s Degree preferred, but not required.
Equivalent experience as a Proposal Manager for 5 years may substitute degree.
5 years’ experience as a proposal manager; with increasing responsibilities in proposal management
Association for Proposal Management Professionals (APMP) is desired but not required
Knowledge, Skills and Abilities:
Effective oral and written communication skills
Competent in Microsoft Office Suite, SharePoint, and Adobe Acrobat Pro
Expert in Microsoft Word
Strong background in commercial and federal government responses
Thorough and detail oriented, organized, with excellent time management skills
Ability to take ownership of the entire proposal and ensure a compelling and consistent message
Strong project management skills
Strong proposal design skills to communicate information with impact
Ability to juggle simultaneous bids at various stages and with various complexities
Ability to manage subcontractors/teaming partners, consultants, subject matter experts
Ability to manage more than one proposal at a time might be required.
Ability to understand customer RFP requirements and ensure they are addressed in proposal
Proofreading skills and keen attention to detail are required. Must also be very dependable and possess exceptional customer service skills.

Travel to or from Chantilly may be required.
