What's the role?

The Road Transportation Compliance Coordinator will ensure compliance of Shell secondary transport activities with all legal and Group requirements/standards.

You will provide advice and assistance on the short, medium and long-term financial management of road transport facilities and recommended strategies to enhance these in line with the overall marketing strategies and direction of the business.

Some of the Key Deliverables and responsibilities of the role will be:

  • Develop an implementation plan that is designed towards achieving Best Practice in Road Transport (RT) aligned with the Group Distribution Template.

  • Recommend strategies in line with the overall marketing strategies and direction of the business.

  • Manage compliance of Road (secondary) Transportation contracts for the Philippines, as a Contract Holder (CH) following the Contract & Procurement Management Process.

  • Collaborate with haulers to ensure that the road transport operations are fully compliant with the local laws and regulations, and Shell Standards including Shell HSSE & SP Control Framework requirements

  • Ensure that the haulers effectively execute the critical activities as stated in the Contractor HSSE Management Plan

  • Ensure that the preventive/control barriers identified in Road Transport Hazards and Effects Management Plan (RT HEMP) are robustly in place, including follow-up on the action as stated in the Remedial Action Plan (RAP)

  • Manage road transport HSSE activities/programs through regular engagement and stimulate the haulers to progress towards the “Generative HSSE Culture” aspiration

  • Participate in incident investigation and reporting (including potential incidents with high severity rating) using root-cause analysis tools (e.g., TRIPOD) and follow-up on any identified corrective action

  • Monitor and report operational Road Transport Key Performance Indicators.

  • Carry out hauler audits and agree on improvement programs, including setting and follow-up of targets.

  • Support and execute RT cost improvement initiatives (e.g., RTCI, RT Cost Benchmarking, etc.) and ensure that agreed targets are met.

  • Provide support to any corporate initiatives (e.g., Portfolio, Optimization projects, IPU, etc.) where there is RT involvement.

  • Carry out hauler audits and assurance processes (LOD/1 and RT Pillar Review), as well as participate in the other assurance processes (LOD/2, LOD/3), and agree on improvement programs with haulers including setting and follow-up of targets. Where gaps are identified, ensure that programs are implemented to close these gaps.

  • Identify weaknesses in the system in time or pro-actively and take the necessary steps to control them.

  • Develop and maintain monitoring of contractor performance, unit delivery costs and control countrywide road transport subsidies.

  • Plan for continuous improvement of the unit, covering HSSE, costs, and competitiveness of the existing main fuels road transport fleet.

  • In coordination with PH RT Compliance Executive, conduct regular fleet planning exercise to identify optimum fleet complement and assignment of capacity to haulers. This includes developing short, medium to long-term fleet plans for road transport for a Safe, Efficient, Cost-Effective and Compliant RT Operations.

  • Prepares RT annual expenditure to be used for the T&R process. This includes any OtD tariff which may be applied.

  • Develop and implement Business Improvement Programs aimed at reducing the overall road transport costs.

  • Identify constraints on further improving road transport performance and develop plans to address/manage these constraints.

  • Develop and regularly review Road Transport Performance Indicators and Targets ensuring unit delivery costs remain competitive and road transport subsidies are reduced, if not eliminated.

  • Ensure optimum vehicle management costs by developing and monitoring Road Transport Performance Indicators and Targets.

  • Actively participate in the review of the guidelines for the implementation of the Haulers Professionalization Program to ensure the viability of contractors and improve customer delivery service.

  • Provide inputs on the planning and optimization of transport loading points in view of future developments in vehicle infrastructure or government regulations.

  • Provide Road Transport input in the regular review and implementation of the Road Transport Roadmap.

  • Manages and monitors hauler incentive programs (Hauler Dashboards, PARDS, STRIPES, ENGAGE). Ensures that incentives are given on time.

  • Report RT MI to RT Compliance Executive based on the reviews of performance indicators on a monthly basis.

  • Coordinates with the Price Management Units relating to freight rate calculations, adjustments in pump prices, changes in delivery routes that reflect an increase or decrease in delivery costs. Responsible for updating the road haulage freight table and vendor codes in SAP R/3.

  • Participate in Commercial Value Chain Analysis teams to prepare Commercial Bids regularly being tendered by customers providing advice and costing for road transport in order to come up with competitive offers.

  • Responsible to ensure freight tariffs are maintained in the GSAP system.

  • Perform GSAP/GSOM roles already or maybe mapped for the job.

What we need from you:

  • At least 3-5 years of experience in Supply Chain and have managed road transport contractors in the past

  • Skilled in Depot Operations and Asset Management, Road Transport Planning, Road Delivery Operations, Managing Contract Service Providers and Suppliers, IT/GSAP, Data Management, and Data Analysis
