Job Summary

TheBusiness Development Analyst Seniorperforms a variety of activities in support of business growth through one or more of the following functions: capture, pricing, and proposal development. The BD Analyst Senior utilizes strong business acumen, research and analytical skills, and writing/presentation abilities to ensure functional leaders have a deep knowledge of the customer, are able identify DI’s competitive advantages, develop a strong pricing strategy, and generate competitive RFPs.

Principal Accountabilities


  • Supports the Capture Lead in the development of a capture plan to include a description and analysis of the opportunity, the customer, the competition, team, pursuit/win strategy, concept of operations (CONOPs), pricing strategy, and capture resource needs.

  • Participates in win strategy, competitive assessment, and in pricing strategy workshops and provides data for preparation of strategic action plans, return on investment and risk assessment, and build out of capture budget.

  • Provides support to ensure winning technical, management, price, and past performance approaches are developed by the capture team, and are clearly annotated in the proposal.

  • May assist the Proposal Manager (PM) during various stages of proposal development to include development and execution of a Proposal Management Plan, including technical, management, pricing, and past performance/corporate experience.

  • May support the Capture and Proposal Business Decision Gate reviews for smaller pursuits or task orders.

  • Will be responsible to ensure all pertinent capture data in BD databases is accurate and up-to-date.


  • Administers and/or coordinates the development and revision of cost and/or pricing proposals.

  • Develops cost and/or pricing spreadsheets, data, models, and templates.

  • Develops and compiles information from functional elements and ensures that the cost estimates are within the proposed work scope.

  • Analyzes estimates of service, material, equipment and production costs.

  • Participates in proposal management reviews during proposal development and submission.

  • Ensures compliance with government/customer specifications, company policies and cost estimating procedures.

  • Post-award, may monitor company performance for conformance to the original proposal.

Proposal Development

  • Performs proposal management and proposal development functions for various elements of competitive proposals including small proposals, task orders, and volumes/sections of major proposals.

  • Analyzes sections of the RFP and TORP documents and prepares or assists in the preparation of the proposal outline with associated themes, discriminators, and writing directions, the compliance/cross reference matrix, the proposal schedule, writing assignments and page allocations.

  • May manage small proposals and task orders in collaboration with the proposal manager or volumes on large proposals.

  • Assists proposal manager/co-manages proposal during various stages of proposal development.

  • May write various proposal sections or develop content for key sections as assigned by the PM to include past performance, resumes or more complex proposal sections.

  • Participates in compliance reviews of draft and final proposal material to ensure proposal is compliant with RFP requirements.

  • May participate in Blue Team strategy development.

  • Works in coordination with publication coordinators, writers, editors, desktop publishers, and production personnel during the proposal preparation process.

  • High level of business acumen; demonstrated keenness and quickness in understanding and dealing with business situations (risks and opportunities) leading positive outcomes and improved financial performance.

  • Subject matter expertise within the areas of Program Management, Operations, Logistics, or specific DI Business Area Operations and knowledge of job functions and methodologies, tools and best practices within certain areas of technical services performed or contemplated by the company.

  • Technical expertise which supports the business area pursuits relevant to the company’s strategic plans.

  • Ability to design technical assistance projects, to conceive overall capture plans, or to write portions of proposals.

  • Ability to interpret RFPs and RFTOPs, as well as FAR regulations, to ensure compliance in proposal submissions to client(s).

  • Knowledge of federal contract costs and pricing principles.

  • Excellent organization skills and able to multi-task.

  • Knowledge of government customer, not limited to DoD, DoS, DoJ, USAID, regulations, cultures and systems of foreign governments in regions of interest.

  • Basic knowledge of the capture management process or competitive assessments.

  • Strong interpersonal skills including tact, diplomacy, and flexibility to work effectively and cross organizationally with senior managers, employees, and the general public.

  • Advanced computer skills with Microsoft Office Suite Applications such as Project, Excel, Word, SharePoint and Access.

Experience & Education

  • Bachelor's degree in business, economics, math or related field from a top university or business school, with a minimum GPA of 3.0

  • One (1) year experience in project management, business or financial analysis experience.

  • Exposure or experience with private equity, the federal sector or military an added plus.

  • Ability to obtain a Security Clearance.

Physical Requirements/Working Environment

  • Work is in normal office environment.

  • Must be able to work extended hours, often with short notice, to meet deadlines.

  • Extended hours may include late nights, early mornings, weekends and holidays.

  • Demonstrate ability to work efficiently under conditions of multiple deadlines and changing priorities to produce a large volume of high-quality material with attention to detail.
