Shell Scheduler, Singapore Gas Mkt in Metropolis, Singapore
Scheduler, Singapore Gas Mkt
No. of Positions:
SES is Shell Energy’s trading arm fronting the Singapore market. As a leading supplier of LNG and gas, it aspires to grow, optimize and trade a flexible and integrated portfolio of gas, power and environmental products in the near future. It trades through 2 companies: Shell Gas Marketing Pte Ltd (SGM) and Shell Eastern Trading Pte Ltd (SETL).
Up until October 2017, SGM had exclusive rights to import up to 3 mtpa of LNG into Singapore on a long-term basis. SGM manages 13 long term GSAs with 9 buyers, totaling 2.63 mtpa and representing 25% of the total domestic gas market. It has offered various other products to the market over the past 5 years, such as spot gas supply and trading/diversion opportunities. It delivers re-gasified LNG to customers using terminal facilities operated by Singapore LNG Terminal (SLNG) on a 24/7 basis with hourly nomination flexibility.
SGM’s legacy business represents more than USD 1bn of sales per annum and generates significant NIBIAT per annum that is part of SLMT’s (Shell LNG Marketing & Trading) book. The new franchise under SETL went live Q2 this year, and SLNG has transformed into a multi-user terminal. This has created challenges in managing our portfolio as well as presenting new opportunities.
Shell has a global aspiration to deliver strongly on LNG in Downstream (DLNG) as a significant contributor to the bottomline by 2030, accounting for up to 10% of road freight fuel demand and targeting a similar proportion of the global marine bunker fuel demand. Shell has made important initial steps to develop this market, including the expanding refueling network in Europe, acquisition of Gasnor, investment in a break bulk jetty at the GATE, terminal and LNG bunker vessels in Rotterdam and a few other hub locations. In Singapore, Shell together with its partner Keppel, has been awarded a LNG bunkering license and has established a JV which leverages on SES’ existing commercial arrangements with SLNG, to deliver LNG bunkers since 2017.
In China, where the downstream LNG market is by far the largest over the world, DLNG has made successful initial steps such as supplying to the first LNG refueling station by Retail Redstar JV, and strives to scale up the sales volume of approx. 1 mln tons of LNG to various downstream sectors including transportation, industrial and commercial (I&C), city gas etc by 2025. This is part of the Shell Energy China (SEC) business.
This newly created role reports to Team Lead, Scheduling and is expected to support SES and DLNG (SEC and potentially SEI - Shell Energy India) commercial activities.
For SES, the role is responsible for managing Shell’s interactions on operational activities with customers, terminal, transporter, and LNG suppliers. Arising from that, the role will have responsibilities for operating gas nominations systems, LNG Cargo scheduling, capacity management (both terminal and pipeline capacity), keeping current the processes and procedures; as well as the management of LNG inventory at the terminal.
For Downstream LNG (DLNG), the business is still in startup mode and continual development of DLNG operations processes and systems is essential to support the business going forward. At the same time, the role is also expected to provide coverage for the timely implementation and execution of deals negotiated by their DLNG commercial colleagues.
Key roles and responsibilities are as follows:
Ensure that the associated operations fully comply with Shell’s internal standards incl. compliance and HSSE, paying special attention to HSSE hazards and risks that may have impact on Shell’s license to operate.
Ensure that Shell meets its contractual obligations to customers, terminal and regulator, while protecting and optimizing Shell’s values.
Establish and sustain relationships with counterparts within the relevant energy community with a view to preserve Shell’s position in its targeted markets.
Design the relevant business processes and procedures; and keep them current.
Troubleshoot issues and work towards solving operational issues amicably with relevant counterparties, including but not limited to LNG terminal, LNG supplier/site, Gas Buyers, Shell commercial team, regulatory bodies, Pipeline Operator, Vessel Owners etc.
Assist in coordinating day to day activities across all relevant operational activities, including working closely with relevant support functions to resolve any operational issues encountered.
Provide operational input to contractual arrangements for new projects, new contracts and spot cargoes proposed by commercial team
Operate Shell’s nomination portal and systems; work closely with after-hours service provider, buyers, and necessary IT support as duty manager on a rotational basis. For DLNG/SEC, there will be a need to operate manual processes before the IT system is implemented.
Ensure required deals in ETRM system are timely and accurately updated. These deals include but are not limited to LNG trailer/cargoes scheduling, inventory balance, hydrocarbon sales etc.
Monitor LNG inventory and cargo schedules to ensure that there is sufficient inventory to meet Shell’s downstream obligations with storage constraint
Liaise closely with Short Term Optimization Trading team to maximize commercial value for Shell on an enterprise level.
Work closely with the SES Business Analysts with respect to the operationalization of existing and new deals.
Work closely with JV partner to supply LNG from LNG terminal to end customers via trucks, including but not limited to handling truck related nominations.
Assist in the support of implementation of the LNG Bunkering related operational activities
