Job Description:

Purpose & Accountabilities :

  • Support emergency response (ER) capability to encompass all oil and chemical spill operational emergencies.

  • Serve in incident command section or branch incident response roles.

  • Provide oil and chemical spill emergency preparedness and response support and guidance for the ER leads in the businesses.

  • Support businesses in spill response planning, training, and exercises.

Dimensions :

  • Support country and business response teams in developing and updating response plans, and building spill response/incident management capability.

  • Identify equipment, facilities and personnel needed for oil and chemical spill ER.

  • Execute an active schedule of oil and chemical spill ER drills and tabletop exercises to maintain readiness and demonstrate preparedness.

  • Support regional and business response teams in planning and delivery of exercises

  • Support development of the regional response team, and respond to incidents as a core member of the regional team.

  • Ensure Incident Command System (ICS) roles are in place to lead oil and chemical spill ER activities, and maintain own training and qualifications to serve in key ICS roles when required.

  • Develop personnel within the framework of the Incident Command System to achieve and maintain a high degree of preparedness for oil and chemical spill ER.

  • Maintain and leverage key internal relationships and develop proactive engagement strategies. Ensure close collaboration with legal, communications, emergency response, crisis management, government relations, policy and advocacy, environmental, licensing and subject matter expert support groups.

  • Support the development and delivery of Regional Tier III exercises

  • Coordinate with regional All Hazards Network/oil spill response organizations and Global Emergency Management where requested to assure alignment in plans and response.

  • Coordinate with regional industry ER network groups/oil spill response organizations where requested to assure alignment in plans and response.

  • Support engagement with external stakeholders where requested to influence emerging legislation/regulation and protect Shell’s interests.

  • Provide direct oil and chemical spill support and expertise to businesses as needed.

  • Provide support in facilitating and delivering oil spill response and incident management training.

  • Monitor “best practices” and drive continuous improvement in oil and chemical spill ER.

  • Provide Shipping & Maritime Emergency Response coverage via cascade system

  • Provide Subject Matter Expertise for Line of Defense (LOD) 2 assessments and support the close out of Shell Marine Business Review (LOD3) when required.

Skills & Requirements :

  • Bachelor’s degree and 10 years of oil and chemical spill emergency management experience.

  • Capable of interfacing/coordinating with wide variety of internal and external customers and stakeholders.

  • Strong influencing and communication skills.

  • Experience designing and conducting response exercises.

  • Strong presentation skills

  • Experience in Adult Education would be considered an asset
