Occidental Petroleum HES Risk Engineering Manager in Muscat, Oman

The HES Risk Engineering Manager is responsible for directing the implementation of the HES Risk Management Program for Oxy Oman Blocks 9, 27, 30 and 62, with an average of 5,500 personnel working at various sites within these concessions. This requires excellent leadership and management skills with project design, implementation and operating understanding of oil, gas, and water handling facilities located in production, compression and plant processing facilities. The Risk Engineering Manager will direct and coordinate an effective program to ensure that Oxy Oman design, construction and operation activities comply with all corporate risk management procedures and applicable Health, Environment and Safety laws and regulations in an efficient and cost effective manner.
The HES Risk Engineering Manager responsibilities include but are not limited to:
Direct and coordinate the Risk Management Program to ensure that Oxy Oman Blocks 9, 27, 30 and 62 comply with applicable Occidental Petroleum Corporation and Occidental Oil & Gas Corporation HES policies, procedures, guidelines and programs that are consistent with US OSHA regulations 29 CFR 1910.119. To accomplish this, he will analyze all policies, procedures, guidelines and programs identified in the Oxy Oman HES Performance Standards, compare these with local practices and conditions and identify action required to be taken for full compliance. As a result, he will make the appropriate recommendations for implementation, secure the appropriate approvals and resources, then monitor and document timely resolution of action plans.
Prepare Risk Program Goals and long term action plans for Management approval.
Participate in periodic HES Assessments required to monitor the effectiveness of HESMS, including worksite inspections, contractor audits, incident investigations and HES program reviews.
Prepare new Risk Program Procedures or modification to existing procedures as required for continued operations or changing business requirements.
Responsible for prompt and accurate reporting of all HES risk related information for Oxy Oman Blocks 9, 27, 30 and 62.
Manage selection, goals alignment, professional development and performance management programs for a diverse group of approximately 15 team members. This includes coaching and mentoring as well as formal development plans, and implementation of any required disciplinary measures.
Work with Engineering Teams to identify process safety risk which exceed acceptance level, justify and fund risk reduction projects in Blocks 9, 27, 30 and 62. Annually report expenditures for risk reduction projects.
Project management including formulating and implementing action plans to maintain awareness and priorities for execution of risk reduction projects.
Review and modify, proposals for risk mitigation projects to ensure they achieve objective.
Maintain an effective process safety risk identification and reduction program.
Bachelor’s degree in Chemistry, Chemical Engineering, Process Engineering, Electrical Engineering or Mechanical Engineering.
A minimum of 12 years’ experience in facilities design development, process hazard reviews, construction activities and facilities operations in the Oil and Gas industry including a minimum of 5 years’ experience as a supervisor/ management role and a minimum of 5 years’ Process Safety related design experience.
Experience applying NFPA/ASME/API as related to assessment of acceptable risk standards is preferred.
Skilled in at least two or more of the following:
Dispersion modeling using PHAST software.
Explosion modeling techniques.
Use of PHA Pro software or equivalent.
Creating Quantitative Risk Assessments (QRAs).
Developing and using Cost Benefit Analysis studies to justify decisions.
Excellent oral, written and negotiating skills.
Must have very strong presentation skills.
Requires an in-depth understanding of HES concepts, principles, strategies and their practical application.
Excellent communication and interpersonal skills.
