CONTINGENT UPON AWARD

Summary:

  • Chenega Enterprise Systems & Solutions, LLC is seeking an Engineer Technician IV to assist agency staff with project documentation and implementation both in the office and in the field. The anticipated workload will require working outdoors, in the field, in the local field office, as well as the State Office environments.

Duties and Responsibilities:

  • Assist agency staff with project documentation and implementation both in the office and in the field.

  • Inventory and evaluate potential new project sites;

  • Take the lead/completing/assisting with required engineering surveys for future designs; assisting with development of engineering drawings, specifications, etc.;

  • Take lead/complete/assist with surveys for project construction layout; take lead/complete/assist with construction inspection of construction projects during construction and report findings to the appointed government representative;

  • Evaluate/assist with evaluating construction materials to verify that they meet or exceed specifications – this shall occur during construction activities but shall also include going to rock quarries to verify required material size requirements and material quality requirements; develop/maintain/complete construction project job diaries as required; communicate daily, or as needed with Engineers, CORs, CO, SCE, DCs, CETs, SCs, SCTs, Geologists on construction projects for progress updates, project coordination, potential problems, substandard construction work, potential needs for contract design, cost, or specification modifications;

  • Track of ongoing quantities for construction projects, and make Engineers, COR, CO, SCE, DCs, CETs, SCs, SCTs, Geologists, EWP Program Manager and others aware of potential quantity overruns;

  • Verify that all construction projects assigned are following the required construction specifications and are following all required TDEC, COE, TVA, permit regulation requirements and keep files that document these activities, including but not limited to manufacturer’s material specifications, quality of construction work, equipment breakdowns, substandard materials, OSHA construction safety violations, regulatory permit violations, material testing results, communications with contractors, landowners, agency personnel, material providers, regulatory personnel, local unit of government Sponsors, COs, CORs, Engineers, appointed Construction Inspectors, DCs, SCs, SCTs, CETs, various county and district employees, EWP Program Manager, SCE, etc.; Such documentation shall be accurate and complete and will require the gathering of information, recording of data, establishing and maintaining files, and transmitting the information in the required format to the appropriate personnel.

  • Assist with typing, generating, assembling, reviewing, updating, completing, and distributing reports, paper or digital, for inventory, dam assessment, dam inspection, project inspection, quality reviews, progress, and other reports required by any NRCS Program, initiative, database, or policy

  • Other duties as assigned

Minimum Qualifications : (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Minimum of a high school diploma. Technical training preferred

  • Minimum five (5 ) years of experience in a similar role.

  • Valid driver license

Knowledge, Skills and Abilities:

  • Working knowledge of AutoCAD, Civil 3d 2016

  • Develop and complete engineering drawings, modify drawings to the point of completing many standardized NRCS drawings, modify/develop new drawings when needed.

  • Interpret these and other construction drawings, explain these interpretations to contractors, landowners, agency personnel, material providers, regulatory personnel, local unit of government Sponsors, CORs, Engineers, other Construction Inspectors, DCs, SCs, SCTs, CETs, and various county and district employees.

  • Independently download survey data and produce contour maps/drawings when needed. Contractor shall be able to analyze data to produce profile views and sections views from the surveyed data.

  • Review and provide comments to Engineers/CORs/SCE on NRCS developed construction drawings and specifications when needed to verify technical adequacy and accuracy of the materials and documents in question.

  • Knowledgeable of, able to use, and able to troubleshoot setup problems for various forms of surveying equipment, self levelling levels, total station equipment, data collectors, GPS total stations, etc. Following initial training on agency specific equipment, the contractor shall be able to independently operate such equipment.

  • Independently work with agency specific share point sites and computer systems which may require some initial training.

  • Communicate effectively both verbally and in writing with appropriate contractors, landowners, agency personnel, material providers, regulatory personnel, local unit of government Sponsors, COs, CORs, Engineers, other Construction Inspectors, DCs, SCs, SCTs, CETs, various county and district employees, EWP Program Manager, SCE and others as needed on all assigned projects.

  • While performing the duties of this Job, the employee is regularly required to sit and talk or hear. The employee is frequently required to walk; use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to stand; climb or balance and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision.

  • Assist with maintenance, repairs, inspections, licensing and emissions testing of motor vehicles, as needed.

Work Environment: (The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.)

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.

  • Much of this work will be conducted outside in various weather conditions, and in various environments. Much of the work will be conducted in and around water bodies. Expect to be working in water, on construction sites with numerous pieces of heavy equipment, along state, county, and city roads where traffic will be ongoing, in agricultural areas where wildlife and livestock will be commonly present, around Confined Animal Feeding Operations (CAFOs) where livestock waste will be commonly present, and often being stored, and along very steep slopes.

  • In addition to motor vehicles, the Engineering Technician IV will be expected to travel as a passenger in UTVs in the various areas of work listed above.
