  • The Chief of Security has full authority and responsibility for assuring performance objectives and standards identified in the contract are met for the Hawthorne Army Depot (HWAD). The Chief of Security is responsible for the day-to-day management and coordination of the overall contract and acts as the central point of contact with the Government for the contract on Security and Anti-terrorism (AT) related issues. The Chief of Security should possess military and civilian security management and leadership experience and will have the authority to bind the contractor within the scope of the contract. The Chief of Security is the principal liaison to the Government and has sole responsibility for the successful management of Security and Anti-terrorism operations and the adherence to program requirements. The Chief of Security exercises daily leadership and management functions of all CS3 security personnel, related resources, required training activities, certification programs, and the CS3 quality management program. The Chief of Security will interface directly with the ASC and ATO to ensure compliance with all aspects of the PWS. The Chief of Security is directly accountable to the CS3 Director of Operations and receives direction from the ASC (Commander’s Intent), who exercises Command Authority and is responsible for the site. The Chief of Security enforces Chenega Policies

Duties and Responsibilities:

  • Serves as the Chief of Security and the central point of contact with the Government for Security and AT related issues.

  • Develops, coordinates and implements security, contingency and training plans.

  • Responsible for the supervision of all management staff and officers

  • Works directly with Security Union leadership to ensure the Collective Bargaining Agreement (CBA) is adhered to and to foster a strong working relationship

  • Directly responsible for implementing all aspects of the contract Security and AT Statement of work to insure strict compliance with contract requirements.

  • Empowered to make contract decisions.

  • Serve as the day-to-day liaison with the Army and contractor personnel on the site. Coordinates required activities and services with the Chenega leadership and business services support staff.

  • Coordinates all activities associated with the hiring/arrival or termination/departure of security officers.

  • Reviews, at least annually or when a change occurs to the governing directives, all site plans to include the Site Security Plan, Contingency Plans, Training Plans, Standard Operating Procedures and Post Orders. Re-write plans as needed to meet governing directives and coordinates them through the Anti-Terrorism Officers, CORs and Chenega management, per the contract.

  • Plans, coordinates and executes training IAW AR 190-56 to ensure a trained force.

  • Participates in the planning of AT exercises to assess officer skill levels and the effectiveness of plans.

  • Provides instructions to security personnel assigned to the sites and ensures that officers are familiar with the facility and their duties.

  • Accountable for the proper use and maintenance of all equipment used at the site by officers.

  • Maintains all field file records of employees assigned to the site. These records may include, but are not limited to, time and attendance, disciplinary actions, promotions, demotions, commendations, status/payroll change reports and the Field Training File.

  • Oversees the staffing of posts at the site in order to ensure complete coverage. This includes, but is not limited to, coverage for vacations, illness, and call-offs.

  • Prepares and submits required reports; reviews daily logs for accuracy and compliance.

  • Ensures clarity, accuracy, and legibility before distribution is made and review all written reports.

  • Participates in the scheduling of and participation exercises and site scenario drills; evaluates the results and institutes corrective action plans as required.

  • Schedules range operations ensuring officers remain current on weapons qualifications.

  • Ensures officers are only armed per their qualifications, and only stand posts to which qualified.

  • Schedules and manages annual training per the Training Plan and IAW AR 190-56.

  • Completes monthly Arms Room Weapons & Sensitive Items Inventory.

  • Completes monthly required CDRL Status Reports.

  • Schedules and conducts the Physical Agility Tests at least annually IAW AR 190.56.

  • Maintains monthly cost summaries for labor, travel and Other Directs Cost (ODCs).

  • Audits logbooks and report entries for completeness, accuracy and legibility.

  • Ensures that reports; incident reports and investigations are documented and reviewed prior to distribution.

  • Ensure that all Serious Incident reporting is conducted IAW the Army SIR Program

  • Disciplines employees up to and including a recommendation for termination.

  • Ensures the SSP/SOPs, Post Orders, CPs and the Training Plan are accurate and up-to-date.

  • Maintains a fit, ready, and able force with the demeanor and discipline necessary to interact with the U.S. Army and other contractors

  • Maintain daily liaison with Army officials to ensure the terms of the contract are being met to the client's satisfaction and expectations.

  • Conduct unannounced inspections on all shifts in order to assess the officers’ performance.

  • Notify the CS3 Director of Operations or his designee upon becoming aware of any alleged or potential complaints of discrimination, sexual harassment, or unfair labor practices.

  • Prepare written reports for submission to the CS3 Director of Operations and designated officials for all injuries involving security personnel assigned to the sites.

  • Investigate all reports (verbal and written) of apparent work deficiencies. This includes, but is not limited to, the failure to perform certain duties or activities. A written report of the findings will be submitted to the CS3 Director of Operations.

  • Report all changes in post orders made by the army officials that impact upon the contact to the CS3 Director of Operations and for the purpose of obtaining authorization to implement changes.

  • Be available after hours by phone, cell phone or email to provide guidance to the working shift at the sites.

  • Enforces all company personnel, safety and security policies, and inspects posts for safety.

  • Demonstrate respect and sensitivity for cultural differences; educates others on the value of diversity; promote a harassment-free environment; and builds a diverse workforce.

  • Treat people with respect; keeps commitments; inspires the trust of others; demonstrate integrity and conduct yourself morally and ethically IAW with the Chenega Ethics Policy.

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Must have at least one (1) year experience as a security contract Chief of Security or Program Manager (PM).

  • Prior E-8 or above having served in a Combat Arms MOS or as an Army Military Police / AF Security Force military occupation specialty (MOS) or must have attained the rank of Sergeant in a U.S. Police department.

  • An additional two (2) years of experience as a security contract Chief of Security or PM may be substituted for minimum rank requirement stated above.

  • Must have previous experience supervising at least 25 personnel for a minimum of one (1) year.

  • Experience working with Collective Bargaining Units (not mandatory but preferred)

  • U.S. Citizenship at least 21 years of age with valid US driver’s license.

  • Fluency in English, including reading and writing.

  • Must pass and maintain the required medical, psychological, physical and reliability requirements as outlined in AR 190-56.

  • Must pass and maintain the security screening process with satisfactory results as required in AR 190-56.

  • Have a Secret clearance that has been verified in the Joint Personnel Adjudication System (JPAS).

  • Must pass and maintain the security screening and all training requirements, including weapons training, with satisfactory results, as required in AR 190-56.

Knowledge, Skills and Abilities:

  • Possess strong analytical and technical writing skills.

  • Proficient in a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook
