Job Description:

The Instrument Design Specialist is a position in the Process Control Engineering Department reporting to the Instrument Team Lead who is responsible for instrument design and technical assurance, change management, and documentation.

The Instrument Design Specialist will work closely with Control System Engineers (CSE), maintenance department staff and technicians, turnaround staff, and production staff to understand instrumentation and control valve needs and requirements. The position is the focal point for all changes involving instrumentation and control valves and will provide applicable design and installation packages. The Instrument Design Specialist is the focal point for MOC and PACO turnaround scope for instrumentation and control valves in their assigned area.

The Instrument Design Specialist will be a TA3 for instrumentation and is part of the technical support structure at the complex and the ability to collaborate is a valued and necessary attribute. The individual to fill the role must be a technical leader and must work with confidence and transparency.

Health/Safety/Environmental Responsibilities:

  • Ensures full compliance with Health, Safety, Environmental and Technical Standards/Procedures/Orders for instrument designs.

  • Aware of Process Safety Management standards for instrumentation and valves.

  • Knowledge of MOC requirements assurance.

Technical Assurance:

  • TA3 for Instrumentation.

  • Provides technical assurance of process control systems for assigned areas of responsibility.

  • Prepares Management of Change (MOC) for instrument and valve activities and represents the function and design to review committees.

  • Ensures instruments and valves comply with applicable corporate, safety, and environmental standards (DEPS, industry standards, State and Federal regulations, etc.).

  • Ensures instrument and valve strategy and standards are implemented consistently throughout the site.

Support activities:

  • Supports maintenance inspectors/specialists in analyzing complex or difficult problems associated with instrumentation as escalated by the maintenance work process.

  • Develops and implements engineered solutions to process measurement problems

  • Develops functional specifications and detail design for additions or modifications to instrumentation and valves.

  • Supports on-going operational run and maintain objectives

  • Supports projects, turnaround, and major maintenance activities

  • Provides input to T/A planning control document, scope of work, and plans for execution

  • Provides leadership in assigned areas to achieve technical excellence, reliability improvements and cost leadership performance

Dimensions:

  • The Instrument Design Specialist is one of only 2 similar positions for the whole complex. All instrument and control valve MOCs are managed by these 2 positions.

  • Deep Instrument knowledge and strong analytical skills are needed to be successful.

  • Continually works directly with a wide range of other people at the site such as CSEs (control system engineers), OSEs (operation support engineers), Process Specialists, Production Specialists, Maintenance Specialists, Team Leads, Planners, Schedulers, and Technicians, and Turnaround Planners.

Requirements:

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.

  • College degree, 2 or 4 year technical. Electrical or Mechanical Engineering preferred or Shell recognized equivalent.

  • Minimum two (2) years of experience in Instrument Design required.

  • Will consider candidates without degree with minimum ten (10) years direct experience in Instrumentation Design.

Candidate should have a working knowledge of the following:

  • Field Instrument knowledge – technology and process applications.

  • Specification of field instruments including sizing of orifices and other measuring devices

  • Specification of control valves including process application, trim recommendation and sizing, and actuator sizing

  • Field wiring practices

  • DCS field connectivity

  • Instrument fieldbus knowledge

  • INTools knowledge

  • ACAD and GSAP awareness

  • Installation packages

  • QA/QC capabilities for installation

  • Instrument and valve troubleshooting

  • MOC work process knowledge

  • Instrumented Protective Function (IPF) awareness

  • Strong computer skills

  • Strong communication skills
