Kaiser Permanente Director Security Technology Integration in Oakland, California

Set the strategic direction for and manage the processes associated with system-wide integration of new or enhanced security technologies. In so doing, ensure coherent integration with people (staffing), processes (workflows), and other functional areas (non-duplicative, aligned, and synchronized). Focus initial efforts to achieve Program Maturity Level 3 (consistent and repeatable capabilities and service delivery with processes defined and documented) in the following areas: building and operating a coherent, sustainable, operationally relevant, fully integrated, cost-effective security technology architecture; operate a best-in-class Access Control Program; integrate security technology design standards into new construction, renovations, mergers/acquisitions, life cycle replacement, and risk assessment programs; and build an automated program to guide the installation, repair, and maintenance of security technology devices and systems to result in assured availability, capability, and operational effectiveness. Conduct industry research, benchmarking, and continually measure, monitor, and report on overall performance of assigned systems with an ultimate focus on reducing crime, limiting property loss, improving employee perceptions of safety, minimizing liability exposure, providing employees and contract partners the resources needed to do their jobs; and operating efficiently. Plan, develop and implement large scale stepped change programs in response to performance improvement opportunities as identified by stakeholder feedback, program assessment, and KPI analysis. Ensure that National Security Services value is understood and integrated in on-going improvement considerations with key stakeholders (Regional Leaders; Frontline Teams; Information Technology, Privacy/lnformation Security, Risk, Facilities Services, Purchasing, et al). Actively manage contracts and vendor relationships to leverage purchasing power, field Best Practices, and optimize security technologies for the ultimate purpose of safeguarding people, property, assets, and interests.

Essential Responsibilities:

Design and effectively Implement Security Technology Architecture:

Build a coherent, sustainable, operationally relevant, fully integrated, cost-effective security technology architecture.

Key elements include (but are not limited to) Incident Reporting and Records Management System; Common Access Control Platform; Video Management System; Visitor Management System; automated Inventory controls; Alarm and Intrusion Detection Systems; Infant Abduction Prevention Systems; Operations Center Management; any/ all related and supporting security and protective services technologies.

Synchronize architecture and operational deployment with people (staffing); processes (workflows) and other functional areas (non-duplicative, aligned, and synchronized).

Develop viable and compelling Business Plans that result in allocation of capital resources, to include continuous follow-through post-implementation to measure and improve ROI.

Develop Requests for Proposal; conduct competitive bidding processes; select products and services in alignment with organizational needs and in fulfillment of multiple stakeholder interests.

Prepare annual technology integration budgets (operating and capital) and long-range business plans on a multi-year horizon.

Manage Programs:

Operate a best-in-class Access Control Program.

Integrate security technology design standards into new construction, renovations, mergers/acquisitions, life cycle replacement, and risk assessment programs.

Build an automated program (CMMS) to guide the installation, repair, and maintenance of security technology devices and systems to result in assured availability, capability, and operational effectiveness.

Implement and monitor a comprehensive business performance management process which links organizational goals and performance to key performance indicators and critical success factors for in-house teams/operations, contracted teams, and external vendors/partners.

Manage Projects:

Oversee large scale change projects to ensure timely completion, within budget, and to superior quality standards as defined by project management benchmarks and measures.

Assemble and manage project teams to ensure timely identification and procurement of team members with the appropriate skills and experience.

Apply project management best practices to new programs/ initiatives, to include defining project tasks and resource requirements, developing full scale project plans, assembling and coordinating project staff, planning and scheduling project timelines, tracking project deliverables, providing quality assurance, reporting progress to project stake holders, implementing and managing project changes and interventions to achieve project outputs, conducting project evaluations and assessments, and ultimately: meeting or exceeding planned features/benefits/ROl.

Lead Teams:

Provide team members clear and mutually understood expectations and the resources and equipment they need to be effective and successful; remove barriers to performance and program improvement.

Monitor team structures, staff selection, performance management, salary administration, career planning, and budget management to ensure optimal use of human resources in accordance with serving leader principles and to foster a high-performing and fully engaged work group.

Identify appropriate training opportunities based on skill/competency requirements and development aspirations.

Encourage feedback from other team members for professional development. Utilize feedback for self-improvement.

Work effectively with geographically dispersed/virtual teams comprised of internal and external stakeholders.

Foster a culture of execution, accountability, teamwork, and continuous improvement.

Create and maintain a positive work environment and increase employee engagement by driving innovation and inquisitive behavior.

Build synergies with and optimize the contributions of other security teams, to include: delivering solutions and adding value to regional security teams; adding value to and deriving value from the Risk Assessment & Mitigation Program; ensuring coherent technology pairing and configuration (i.e., alarm, camera, monitoring, and response) to support all threat management initiatives; building assured event reconstruction capabilities to aid in the ability to close investigations favorably; and optimize technologies which support incident reporting, measurement, and analysis. Collaborate with other organizations to gain and share Best Practices.

Measure program effectiveness by developing key performance indicators and relevant measures of success that dynamically indicate opportunities to improve the program or supporting processes. Create executive reports - narrative and graphic - to inform, educate, and gain additional guidance or decisions. Build business cases to acquire additional resources, if applicable.

Basic Qualifications:

Experience

Minimum ten (10) years of experience as a supervising manager or director role leading the deployment of or improving the operational effectiveness of security technology platforms (such as access control; video management systems; CAD/ RMS; alarms and intrusion detection systems; et al) in a coherent and sustainable way to fully leverage technology, minimize operational risks, and maximize efficiency.

Minimum five (5) years of business integration experience, bringing new products, new services and new clients into an existing operation.

Minimum five (5) years of experience developing Requests for Proposal; running competitive bidding processes; selecting products and services in alignment with organizational needs and in fulfillment of multiple stakeholder interests; and managing contract performance.

Minimum five (5) years of experience developing viable and compelling Business Plans that result in allocation of capital resources, to include continuous follow-through to measure and improve ROI.

Minimum five (5) years of experience in a leadership role optimizing programs through continuous improvement to effectively align people (staffing), processes, and technology.

Education

Bachelor's degree in information technology, security management, business, or related field that contributes to the ability to fulfill position responsibilities.

Additional Requirements:

Depth of knowledge and application experience with security management principles, design standards, work order management, access control systems administration, information technology, database management, integrated operations centers, video management systems, inventory controls, and general application principles of other security technologies.

Capable of directing and managing the implementation of new technologies and improvement initiatives that integrate strategy, process, technology, and human performance elements to measurably improve operating results.

Broad-based management experience with demonstrated success managing multiple projects, to include managing a project portfolio (multiple projects or programs) with team members working remotely.

Demonstrated knowledge of program-building, planning, project management, policy development, risk assessment, and analysis.

Demonstrated knowledge of and skill in change management, conflict resolution, creativity/innovation, decision making, group process facilitation, interpersonal relations, oral communication, problem solving, project management, quality management, systems thinking, team building, teamwork, and written communication.

Demonstrated strong interpersonal skills with the ability to collaborate effectively with multiple/diverse functional areas, work toward consensus, and in the absence of consensus collegially influence others to achieve outcomes that are in the organization's best interests.

Demonstrated knowledge of and skill in executive presentations, messaging, executive-level reporting, word processing, data management and building + delivering multimedia presentations.

Must be able to work effectively in a Labor/Management Partnership environment.

Knowledgeable with Information privacy laws, access, release of information, and release control technologies.

Preferred Qualifications:

Prior experience with security organizations supporting businesses comprised of 50k people and larger preferred.

Experience in healthcare preferred.

Master's degree in systems architecture, security integration, business (MBA) or related field that contributes to desired competencies preferred.

Familiarity with security officer/staffing distribution, training, threat management, and investigations preferred.

Knowledge of applicable legal, licensure and accreditation requirements, including the Health Insurance Portability and Accountability Act (HIPAA), The Joint Commission, Centers for Medicare and Medicaid Services, and state licensure requirements, AKS, Stark and FCA standard healthcare practices preferred.
