Kaiser Permanente Executive Director, Digital Technical Strategy in Oakland, California
As market-leader in health insurance and healthcare Kaiser Permanente is looking to drive digital innovation and change in a market place that is changing rapidly. The incumbent in this role will need to be an ambitious and pioneering leader who has strong business acumen, experience with technology, breath of experience including value chain, strategy development, and leadership ability. This role will lead the Digital Strategy & Business Operations team and provide direction for digital strategy development that informs technology platform, products, services and channels in support of the broader KP and IT strategies. The Chief Digital Office supports Kaiser Permanente-s quest to disrupt healthcare by assessing opportunities, driving behavioral change and accelerating change within Kaiser Permanente to deliver end-to-end consumer and workforce experiences that fully integrate digital ways of working, we are building a roadmap that is strategic, innovative and collaborative. Working closely with regional, national and Permanente Medical Groups, we will take a human-centered design approach and collaboratively create end-to-end solutions. Collectively, we will create immersive experiences for our consumers, our customers, our care team, and our employees to improve engagement, enablement and overall performance. This position will report directly to the Senior Vice President, Chief Digital Officer (CDO) and manage the digital/technology strategy, portfolio of CDO programs, vendor management for the IT organization and business operations for the CDO organization. The role will partner with the SVP, Chief Digital Officer to drive, articulate and execute vision, mission, strategies and tactics to deliver value for our consumers, workforce and Permanente Medical Group. This position will oversee the Kaiser Permanente digital / technology strategy development and implementation to enable our Shared Agenda and Bold Moves, National Functions/Departments strategies, relevant Permanente Medical Group strategies and IT Strategies (including People, Core IT and Technology strategies). In addition to the strategy development, this position will also lead business management of the Chief Digital Office including program portfolio management, vendor management, financial management, compliance management, performance reporting, workforce planning, internal communications, and CDO people programs, including development of behavior and skills development to execute on the vision and mission of the organization. This position provides leadership to and is accountable for performance and results through multiple layers of management and senior level professional staff. Develops and maintains relationships with senior business, Permanente Medical Group and IT leaders to influence and drive change across Kaiser Permanente.
Define and implement, in conjunction with the Chief Digital Officer, the direction of the overall digital strategy that aligns with KP-s business goals, objectives and direction
Provide strategic leadership and creative thinking tied to the analysis of technology trends and the identification of new opportunities to help drive organizational growth strategies
Drive strategy / experience journeys and supporting digital product roadmap from conception through execution based on data and insights, leveraging user testing, analytics and market research
Create and implement a digital change agenda by designing digital products and services that enables organizational goals
Manage and oversee the delivery of projects necessary to execute on the defined strategy and success criteria that includes end-to-end human-centered design, architecture, technology selection, business case development, portfolio management, agile delivery, marketing/adoption, and operations
Research and analyze technology trends and identify potential opportunities and/or areas of focus
Work closely with national, regional, Permanente Medical Group and IT to understand opportunities and to assess and prototype end-to-end solutions to meet their needs
Champion technology/digital operations- priorities through the IT investment portfolio governance process to ensure alignment of projects with business objectives, including delivery of multi-year planning and business cases
Define and establish processes and procedures in partnership with IT functional leads to build scalable and compliant processes with a focus on continuous improvement to drive efficiencies in our delivery and support Kaiser Permanente-s Affordability agenda to reduce cost of health care
Lead the business operations function for the Chief Digital Office, including:
Managing program portfolio, including tracking, reporting and mitigating overall risk for all CDO projects
Long-term investment planning to ensure funding to support digital/technology strategies and innovating solutions to address opportunities
Financial management for Chief Digital Office core budget
Vendor management and establish vendor relationships (onshore/offshore) to drive cost containment and beneficial terms, including incenting for continuous improvement
Workforce planning on ensuring teams are optimally organized and to help develop the right skill sets to deliver and drive disruption to end-to-end experiences for our consumers and workforce
Performance management to optimize the overall performance of the Chief Digital Office
Compliance management to ensure that our employees are compliant with required training, and Corrective Action Plans (CAPs) are closed in a timely manner
Enforcing standards established by this role and required by IT (e.g., SDLC, RPM, etc.)
Establish and drive people program and cultural norms for the Chief Digital Office
Execute on various projects as required to support the Chief Digital Officer
- Minimum ten (10) years of progressively responsible management experience in digital and/or healthcare IT, including planning, budget/financial management, and staffing
- Bachelor-s degree in computer science, computer information systems, engineering or related field and/or eight (8) years equivalent work experience in a senior level capacity.
License, Certification, Registration
Preference given to those with experience transforming traditional organizations to digital.
Strong experience in a senior leadership role while acting in a technical capacity to execute and delivery on innovative IT solutions in support of the business.
Demonstrated experience and accomplishments in developing, recommending and influencing decisions based on a strong fact base, building consensus, and communicating effectively in business (non-technical) terms.
Strong interpersonal skills and the ability to work with all levels of the organization.
Executive-level professional that is collaborative and accustomed to working within an end-to-end delivery as well as matrixed organization structure. Preference given to those with experience in a consumer-oriented organization (e.g., finance, retail, hi-tech).
Strong IT infrastructure experience with the ability to solve for current and future business needs and technological developments.
