This position serves under the direction of the Executive Vice President, National Health Plan and Hospital Quality and the Health Plan and Hospital Board of Directors Quality and Health Improvement Committee (QHIC). The Senior Vice President, National Health Plan and Hospital Quality is responsible for key critical aspects of governance oversight, health care delivery, and system improvement capabilities. At Kaiser Permanente, Quality is defined and measured along 6 dimensions: safe, effective, efficient, timely, person centered, and equitable. The position works in close partnership with national and regional leadership teams, The Permanente Federation, and the Permanente Medical Groups.

Governance, Quality Assurance, Accreditation, Regulatory and Licensure for KPHP and KFH
Safety Management System, Clinical Risk Management
- Working in partnership with regional leaders of KFHP/KFH and in close collaboration with the Permanente Medical Groups, the SVP National Health Plan and Hospital Quality will lead
the development of key clinical processes that will improve quality and produce value for KFHP members by:
Creating a national infrastructure for sharing best practices, experimentation in new models of care and strong incorporation of member/family centered care.
Providing direction, coordination and planning for national KFHP/KFH population care initiatives to assure Kaiser Permanente quality and service performance leads the industry.
Supporting the EVP, National Health Plan and Hospital Quality, to manage the structural matrix and collaborative relationship with regional quality leaders in both the Health Plan and Permanente organizations, and the ongoing relationship of CMI and regional stakeholders
Identifying internal best practices and ensure processes for program-wide adoption. Identifying areas where variation should be reduced by adoption of best practices.
Serving as program spokesperson to internal and external stakeholders and audiences
Leading national strategic relationships with external agencies, including the Institute for Health Care Improvement and other strategic partners.
Partnering with other executive change leaders of KFHP/KFH in the design, development and execution of the strategic plan including the Shared Agenda and Bold Moves.
Representing KFHP/KFH on the KP National Quality Committee
Co-leading the Care Management Institute and ensure appropriate, on-going data and standards on quality outcomes and member and community health status improvements.
- Minimum of ten (10) years of experience in senior operational management and/or leadership role in large complex delivery systems
- Bachelor-s degree is required
License, Certification, Registration
Demonstrated track record of identifying, developing and leading complex teams within operations line management and within all other levels of the delivery system.
Experience in the identification and sharing of best practices related to patient safety, health care delivery, quality.
Demonstrated success in implementing, executing and improving processes (i.e., redesigning of systems, developing care processes, developing and monitoring measurement systems, etc.).
Demonstrated collaborative and leadership skills in change management in large, complex systems.
Significant experience with consumers of health care, including both members and purchasers.
Demonstrated ability to organize and implement complex, multi-site programs to improve and assess quality of care and service.
Demonstrated ability to produce results in the context of complex systems.
Experience in a complex health care, integrated delivery or insurance industry is required.
Innovative and quality driven leader with broad knowledge in process improvement and a demonstrated track record in successfully developing, managing and executing significant initiatives and agendas within a complex hospital and or health plan delivery system.
Experience in Kaiser Permanente or similar integrated systems is highly preferred.
Bachelor-s degree in medicine, nursing, social work business, public health or related field is highly preferred.
Master-s degree in health care administration, public health, business, social work or related field is highly preferred
Physician, licensed registered nurse, social worker, therapist, pharmacist or clinical professional who has worked within care delivery systems is highly preferred.
