DynCorp International LLC. Advisor, Plans, Advise and Assist Director in OCONKABUL, Afghanistan
Plans, Advise and Assist Director Advisor shall advise Plans Directors in establishing the mission, roles, authorities and interdepartmental relationships within the ANDSF, as well as the applicable Ministries, and subordinate commands.
Advise the Plans Director on interaction with the ANDSF elements, and with other senior, subordinate, and adjacent commands within the Government of Afghanistan, NATO, and other stakeholders. Provide guidance on how to present products and concepts in order to gain approval for plans.
Track the progress of the Plans Director staffs as they establish and implement staff operating functions. Provide update to the Chief of Plans Director and Senior Staffs at least quarterly on the progress of the development and no less than monthly if progress is not being made in according to the plan.
Provide tailored guidance and instruction to Plans Director and staff on the methodologies for planning, management, and priorities for current and future operations.
Determine criteria for evaluating phase completion including timeline and training and evaluation outlines (T&E’s) and provide recommendations to Plans Director and RS.
Provide Guidance to Plans Director and staff on collection, input, preparation, and execution of all formal After Action Reviews (AAR).
Provide high-level, detailed analysis, assessment, and advice to ANDSF officials, the Commander of TF Anvil and his/her staff on aspects related to Functionally Based Security Force Assistance (FB-SFA) as they relate to the continued development of the Afghan National Defense Security Forces (ANDSF); in particular, the 203rd ANA Corps and the 303rd Police Zone Headquarters (PZHQ).
Advise and mentor TF Anvil Advisors and/or directly advise and mentor ANDSF personnel of the 203rd Corps and 303rd Zone on how to develop self-sustaining processes in order to help establish and refine ANDSF priorities towards building long-term sustainability in both the Army and various policing organizations.
Use Lessons Learned to assist and mentor TF Anvil uniformed advisors regarding the capabilities of the 203rd Corps for Intelligence, Operations, Planning, and Training and assist them in developing sustainable TAA tailored to the unique situation of the 203rd Corps and 303rd PZHQ.
Provide subject-matter expertise for advisors reporting TAA of Essential Functions 4.2, 6.2, and 7.
Provide, as needed, assistance to newly-assigned advisors to enable them to rapidly gain situational awareness.
Develop the Monthly Afghan Assessment Report (MAAR) for TF Anvil to provide the Afghan Assessments Group (AAG) in coordination with the TF Anvil MAT and PAT OICs and their subordinates.
Develop the monthly Campaign Assessment Briefing (CAB) for the TF Anvil Commander to brief COM RS in coordination with the TF Anvil MAT and PAT OICs and their subordinates.
Develop the Quarterly Campaign Review Briefing (QCRB) for the TF Anvil Commander to brief COM RS in coordination with the TF Anvil MAT and PAT OICs and their subordinates.
Develop the weekly Commanders Shared Visualization (CSV) products for the TF Anvil Commander to brief COM RS in coordination with the TF Anvil MAT and PAT OICs and their subordinates.
Develop the bi-annual Periodic Mission Review (PMR) for the TF Anvil Commander to submit to HQ RS in coordination with the TF Anvil MAT and PAT OICs and their subordinates.
Develop the bi-annual Congressional 1225 Report for the TF Anvil Commander to submit to HQ RS in coordination with the TF Anvil MAT and PAT OICs and their subordinates.
Monitor and support the existing 203rd Corps Readiness Reporting and the developing 303rd Zone Readiness Reporting and provide recommendations to TF Anvil personnel on resolving systemic issues either through TAA or through the FB-SFA problem system in the SFAC.
Monitor and advise TF Anvil leadership, staff, and advisors on the linkage of their tactical-level TAA with the RESOLUTE SUPPORT OPLAN 38312, Campaign Plans, and FRAGOs or amendments to the order.
Manage EF reporting to HQ RS SFAC in coordination with the MAT and PAT OICs and their subordinate advisors.
If or when required, establish an ANDSF Development cell within TF Anvil to assume management of Essential Function tracking, reporting, and analysis.
Participate in Operational Planning Teams (OPTs) or other Working Groups (WGs) with TF Anvil and other RESOLUTE SUPPORT or FREEDOM’S SENTINEL personnel supporting the TF Anvil mission, the ANDSF mission, or the missions of supporting elements.
Conduct travel as needed for mission requirements.
Support planning for forward-deployed advising and deploy as required to support TAA.
Participate in ANDSF and TF Anvil AARs to develop Lessons Learned.
Provide weekly and monthly reports to DynCorp as required under the contract guidelines and DynCorp policies.
The contractor shall develop and submit a final report at the completion of the contract to summarize and document the work he or she performed.
Perform other duties as assigned.
Knowledge & Skills
Ability to provide templates and guidelines for creation and implementation of new governmental policies.
Ability to implement staffing procedures.
Excellent written and verbal communication skills are required.
Experience & Education
Former O-5 or above with significant experience in planning military operations as Plans Officer.
Command & General Staff College or equivalent.
Prior experience assisting and mentoring at senior levels required.
Prior supervisory experience required.
Bachelor’s degree required.
Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
Physical Requirements/Working Environment
Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
Must be able to operate in harsh and austere conditions of Afghanistan
- Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
