Contracting Advising/Resource Management Assist Teams(CARMATs) are located at Coalition Forward Operating Bases (FOBs) corresponding to the regional Train, Advise and Assist command (TAAC) to which the mentor is assigned. Locations of contractors will be based on operational needs at the direction of the requiring activity. Contractors may be re-assigned to FOBs as needed at the discretion of the United States Government (USG) to ensure mission needs are met. The CARMAT Mentor and Interpreters will serve under the Operational Control (OPCON) of the corresponding TAAC.
Participate in all assigned update meetings at the direction of the requiring activity.
Within 30 days of assignment in-theater, be familiar with all Afghanistan Procurement Laws, Decrees, and Policies.
Within 30 days of assignment in theater, develop an internal work plan to accomplish statements of work (SOWs) or performance work statements (PWSs), to include strategies to develop, implement, assess, and modify ANSF acquisition policies, procedures, and core competency processes.
Support TAACs when issues arise related to Afghan National Security Force (ANSF) regional contracting agencies.
Train the ANSF on methods of managing and auditing contracts and the procedures for interacting with, and being assessed by a COR.
Train ANSF acquisition personnel on PWS/Statement of Work (SOW) and Quality Assurance Surveillance Plan (QASP) development and execution.
Advise and mentor ANSF contracting personnel on how to prepare requirement packages, conduct bidder/vendor conferences, analyze and evaluate proposals, negotiate contract provisions, develop awards, administer contracts, and negotiate and coordinate additions, deletions, or modifications to contracts. Contractor procurement mentors shall not make decisions on behalf of Government of the Islamic Republic of Afghanistan (GIRoA) with relation to these functions.
Advise and mentor ANANSF on how to manage the procurement system and data-flow from ANSF contracting sites to the Ministerial approval authorities, in order to ensure transparency and accountability of funds from contract-award to contract close-out.
Advise and mentor Afghan acquisition agencies and procurement departments on a full range of acquisition core competencies to include, but not limited to: requirements validation and acquisition prioritization; acquisition financial management; development of request for proposals (RFPs) and other contract solicitations for materiel and services; processes for source (vendor) bid evaluation and selection and award; contract inspection and audit; certification of the delivery of articles and services; preparation and acceptance of material and services receiving reports; processes for vendor payment; and processes encompassing contract closure.
Travel to the ANSF Regional Contracting Office within their respective Region, as FPCON permits, to advise and train ANSF contracting personnel.
Advise and train ANSF contracting personnel on the methods of continuously improving the efficiency and effectiveness of the vendor pay process.
Advise and train the ANSF contracting personnel in the development of a contracting training program to include written products such as lesson plans and training plans.
Assist the ANSF contracting personnel with contract-closeout procedures.
Advise and train the ANSF contracting personnel in the development of contract tracking policies and procedures.
Assist ANSF contracting personnel in the development of contract specifications, work statements, and terms and conditions used for procurement of specialized materials, equipment, and services.
Assist ANSF officials with acquisition planning, and with the development of acquisition strategies that require both contracted, and organic solutions.
Coordinate and conduct training classes with ANSF contracting personnel.
Provide a critical link to Ministerial Procurement and Finance Advisors in support of efforts to transition contracted requirements from a Coalition Forces to an Afghan lead contracted requirement.
Within 3 months, provide to the requiring activity complete, detailed, and accurate flowcharts depicting ANSF procurement processes and procedures per the requiring activity's SOPs. These flowcharts will be kept up to date and shall be used to develop and implement policies and training.
Starting after 45 days in country, provide a Situation Report (SITREP) every two weeks to the requiring activity; including therein information on recent efforts and current issues; conclusions, actionable recommendations, and planned and achieved milestones.
Within 3 months develop or enhance metrics that enable the ANSF procurement staffs and RSM officials to measure, assess, and develop courses of action necessary to effectively manage the transition of ANSF contracted requirements.

Experience & Education
Prior governmental or military experience at the level of E-7 or GS-11or equivalent civilian experience..
Five (5) years of direct contract acquisition experience or an Acquisition Level 2 certification.
Minimum of 7 years of Contract Management or Contract Administration experience as a US government civilian, US Military or civilian equivalent or while serving as a contractor at a US Government agency.
Must have a final (not interim) SECRET Level Security Department of Defense (DoD) Clearance before deployment and must maintain that clearance.
Physical Requirements/Working Environment
Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy
Must be able to operate in harsh and austere conditions of Afghanistan
