DynCorp International LLC. Advisor, Strategic Planning and Processes in OCONKABUL, Afghanistan
Advisor, Strategic Planning and Processesshall mentor the Ministry of Interior (MOI), and specifically the Deputy Minister for Strategy and Policy (DM STRATPOL) on strategic planning and processes that build enduring and sustainable police pillars and law enforcement capability using direct engagements that range from daily to infrequent contact.
Mentor the Deputy Minister for Strategy and Policy regarding implementation of Afghan-led initiatives related to strategic boards and monitoring and evaluation systems for a wide-range of efforts that include, but are not limited to Security for the population, law enforcement and counter-crime, strategic communications, human resources, training, logistical support, and leader development - with a principal focus on the overall strategic planning effort.
Mentor the Deputy Minister for Strategy and Policy regarding research, studies, and planning to improve monitoring and evaluation efforts, development of policies, programmatic planning, and information systems requirements.
Train, advise, and assist the staff of the Deputy Minister for Strategy and Policy in developing, staffing, and publishing products, policies, and monitoring and evaluation tools that directly support the Minister of Interior's strategic planning and execution.
Train, advise, and assist the DM STRATPOL staff in basic staff functions, reporting, management, and administration.
Train, advise, and assist the DM STRATPOL staff in the development of effective strategic boards and other strategic processes.
Train, advise, and assist the DM STRATPOL staff to conduct a thorough review and rewrite of the MOI Strategic Plan for the next year and subsequent four years.
Train, advise, and assist the General Directorate of International Cooperation (GDIC) within MOI to organize and align the contributions of the international community to effectively and efficiently support the MOI Strategic Plan.
Perform other duties as assigned. Knowledge & Skills
Ability to effectively communicate with senior Coalition and Ministerial officials through written reports, briefings, and oral presentations.
Capability to be effective in a complex strategic environment through influence and interaction. Strong analytical skills using appropriate quantitative and qualitative tools and methods.
Automated data processing knowledge: possess working knowledge of word processing, spreadsheets, graphics presentation, databases, E-mail clients & web browsers, and web content management.
Experience & Education
Masters' degree with 6 years' or Bachelor's degree with 8 years' experience as a civil servant in a law enforcement organization at the strategic level.
Management experience of 2 years.
Understanding of and experience with ministerial or service component programs from either a technical or programmatic perspective.
Prefer experience with the international community in multi-national environments and/or NATO efforts, particularly with regard to strategy and law enforcement.
Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.
Physical Requirements/Working Environment
Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.
Must be able to operate in harsh and austere conditions of Afghanistan
Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
