Job Summary

Cultural Advisorshall act as an independent liaison between Afghan National Defense Security Forces (ANDSF) and Deputy Chief of Support Security Assistance/Combined Security Transition Command - Afghanistan (DCOS SA/CSTC-A) to accomplish any and all Key Leader Engagement (KLE) tasks and Request for Information (RFI’s) as required.

Principal Accountabilities

  • Develop relationships with senior ANDSF leaders within Ministry of Defense (MoD), General Staff (GS) and Ministry of Interior (MoI) GS, Ministry of Finance (MoF), members of the Loya Jirga, and liaisons to the Governmental Palace.

  • Prepare and transmit all required correspondence (electronic, voice, written) for KLEs and regular Train, Advise, and Assist (TAA) sessions with ANDSF. These include agendas and minutes before, during, and after KLEs.

  • Responsible for listening to, understanding, and translating spoken or written statements, laws, policies, regulations, notes, etc.

  • Responsible for extrapolating important information from high level communications and associates to present DCOS SA/CSTC-A endeavors and efforts.

  • To facilitate effective translation, interpretation and cultural knowledge between DCOS SA/CSTC-A Front Office, ANDSF GS, and Senior Leaders within the MoI, MoD, MoF, Loya Jirga, and President of Afghanistan (PoA) representatives from Pashto/Dari to English and vice versa.

  • Directly support the DCOS SA/CSTC-A staff with strategic-level, policy-generating products that directly support the TAA effort and the DCOS SA/CSTC-A CG’s KLEs.

  • Provide translation, interpretation, and direct oversight of strategic-level CSTC-A correspondence between coalition and ANDSF to ensure consistent and accurate messaging between the organizations.

  • Assist ANDSF staff and DCOS SA/CSTC-A personnel with the development, management, and continuous refinement of policies and regulations to provide transparency, accountability, and oversight across all areas of policy, execution, and administration with the ANDSF.

  • Coordinate, organize, and follow up on all RFI’s of all events and activities which support and enhance the relationships between DCOS SA/CSTC-A CG staff and ANDSF leaders.

  • Be familiar with ANDSF MoD/MoI structure, key leaders and their staff in terms of reference and duties. Coordinate meetings and events with these personnel

  • Perform other duties as assigned.

Knowledge & Skills

  • Thorough knowledge of Afghan history and culture.

  • Fluency in Dari, Pashto, and English.

  • Display familiarity with how to conduct briefings and presentations to Afghan leaders.

  • Comprehension of ANDSF regulations and processes

  • Possess strong communication and interpersonal skills; strong organizational and analytical skills.

  • Possess computer skills in Microsoft Word, Excel, PowerPoint, SharePoint, and Outlook.

  • Ability to effectively communicate, advice, and coordinate high level KLEs.

  • Prior working experience with ANDSF.

Experience & Education

  • Experience in accomplishing and conveying strategic advice and guidance in a tactful and respectful manner.

  • Bachelor’s degree.

  • Four or more years work experience in the subject matter

  • Must have a final (not interim) DoD SECRET Level Security Clearance before deployment and maintain that clearance.

Physical Requirements/Working Environment

  • Must pass all medical and fitness requirements directed by US Central Command (CENTCOM) in order to deploy.

  • Must be able to operate in harsh and austere conditions of Afghanistan


  • Must be capable of daily travel in and around Kabul as well as to locations throughout Afghanistan.
