As a Construction Manager , you will provide support for the Naval Facilities Engineering Command (NAVFAC). Chenega Worldwide Support (CWS) was recently awarded with a five-year contract to work in various locations in the DC area. NAVFAC is looking for a seasoned Construction Manager to provide support in the US government. This opportunity holds a great work/life balance on a 40-hour work week.
Duties and Responsibilities:
Assist in coordinating mandatory post-award contract meetings such as post-award kickoff meetings (as applicable), preconstruction conferences, (informal or formal) partnering meetings, schedule acceptance meeting, design review meetings (as applicable), coordination and mutual understanding meeting, LEED coordination meetings (as applicable), facility turnover planning meetings and final inspections
Assist and recommend acceptance/rejection of contractor administrative submittals such as schedules (both bar charts and networks), environmental protection plan, design and construction quality control plan, health and safety plan, accident prevention plan
Coordinate review and approval of technical "Government-approved " submittals such as shop drawings, product data, samples, design data, manufacturer's instructions, test plans/reports, certificates, and O&M data in a timely manner
Assist in managing the contractor Requests for Information (RFIs) and ensuring timely responses
For design-build projects, ensure effective communication and coordination between the project manager, design manager, contract specialist, contractor, project technical team, client, and others as appropriate. The post-award responsibility to drive the design-build project including design acceptance lies primarily with the CM
Assist in monitoring available project budget and time constraints, including relevant cost and schedule growth metrics, and initiating appropriate planning and corrective action as necessary to ensure funding thresholds and impacts to operational needs are not exceeded.
Routinely visit construction sites to monitor progress and soliciting daily input from the Engineering Technician/Quality Assurance (ET/QA) representatives and CQC reports
Attend QC meetings including preparatory meetings involving critical work activities.
Take necessary action to assure contractor's quality control program is provided in accordance with the contract requirements and that three phases of quality control are being utilized
Based on technical knowledge and coordination with designer and contractor, propose to the Contracting Officer technical solutions to design issues/unforeseen conditions encountered during construction.
Provide project status updates to senior personnel within the field office or Supported Command
Assist the IPT PM in management of Post Construction Award Services (PCAS)
Assist in coordinating of delivery, acceptance, inspection and installation of Government furnished equipment
Assist in coordinating the installation of collateral equipment and connection of phone, data, other communication systems and utility service
Assist in preparing property record inventory documents, DD 1354 Transfer and Acceptance of Military Real Property, in accordance with the customer’s Business Management System (BMS) and in coordination with IPT Project Managers and Installation Real Property Accountable Officer (RPAO)
Assist in identifying the need for a modification to scope, cost, and/or schedule based on collaboration with supported Command, designer and/or other entities
Assist in the issuance of the contractor request for proposal
Assist in ensuring funds are reserved for the modification
Prepare independent government estimates (IGEs) when needed
Assist in preparing or coordinating the preparation of sketches and drawings in support of negotiations and issuance of the modification
After negotiation, assist in preparing the final documentation and wording for the modification including justification for cost and time involved in support of the Contracting Officer
For both design-bid-build and design-build projects, review pre-final contract drawings and specifications (including technical RFPs) with respect to constructability and compatibility with actual field conditions
Assist in providing technical support for claims/disputes/terminations processing, negotiation and resolution
Other duties as assigned
Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)
Bachelor's degree required
10 year experience as a Construction Manager
Contractor employees performing services under this Task Order must meet the following requirements and have the following licenses and/or certifications for each respective position:
Extensive technical and practical knowledge, and experience as a Construction Manager
Registration as a professional engineer or architect in a U.S. state or U.S. territory is desired
Knowledge and experience with applicable Codes and Industry Standards
Interim secret clearance required
Knowledge, Skills and Abilities:
Must possess a keen understanding of schedules utilizing network analysis and the potential impact of modifications to the critical path
Ability to obtain interim secret clearance
Thorough knowledge of construction practices and methods as well as construction management
Ability to review technical engineering specifications and statements of work covering complex and diverse engineering designs or changes
In depth knowledge of the various types of construction contracts, project delivery methods, and regulations governing Federal contract administration
Able and willing to traverse on construction jobsites (approximately 20% of the time)
Able to communicate (both orally and in writing) effectively to all leadership levels
Knowledge of EM 385-1-1, US Army Corps of Engineers (USACE), Safety and Health Requirements Manual
Ability to prepare cost estimates and assist in negotiations of change orders when requested
Knowledge of computer operations and software applications such as MS office (Word, Excel, Access, and Power Point), Primavera P6
