Manages GIS data collection, spatial analysis, geoprocessing, and coordinates with internal and external data sources. Provides oversight and leadership to the field collection teams in three operating districts. Oversight of all UAV and GPR operations in the northern part of New Jersey. May require image processing of UAV captured data and evaluation of GPR .SEGY files.
Implementation of GIS initiatives, primarily software implementation and training, applications, work-flow integration, spatial analysis, GNSS (GPS) data collection coordination, UAV program activities, and GIS maintenance. Experience managing versioned ArcSDE editing required. Knowledge of ESRI Data Reviewer quality control strongly preferred. Regular travel between three North Jersey construction offices, driving efficiency into project delivery through the monitoring of metrics effective support of GIS Technician editing, GIS Technician Quality Control, GPS data collection, frontline employee training (use of GIS applications), and UAV data collection. (60%)
Participate in and work with other American Water committees and initiatives aimed at the ultimate integration with GIS, such as computerized maintenance management systems (CMMS), customer information systems, ERP/project management programs, and various databases, with the goal of efficient and effective integration with these systems.(10%)
Develop and foster effective partnership with the Northern Operations groups to standardize workflows and drive efficiencies across the region. Develop and provide reports and presentations to management and initiate other communications, as required. Contribute to effective communication by listening and providing constructive feedback; supporting the creation of an open and honest work environment; cascading and sharing knowledge and information relevant to other members of the team and colleagues across the business. (30%)
Thorough understanding of GNSS (GPS), RTK & Real-Time CORS Networks, UAV data collection, GIS Utility Network Editing, GIS Field Data Collection, Coordinate Systems & Projections, and Datums.
Strong understanding and experience with ESRI Collector centimeter accuracy GNSS data collection workflows required.
Experience with Eos Arrow GNSS and LaserTech TruPulse Rangefinders preferred.
Ability to structure and conduct fact-finding interviews at various levels within the organization. Ability to identify and resolve issues/anomalies
Excellent written and verbal communication skills (e.g. fluency, report writing, developing materials and presentations).
Strong interpersonal skills (e.g. persuasion, negotiation, listening, cooperation, tact, diplomacy, problem solving, internal consulting, etc.).
Excellent quantitative skills (analytical and technical).
Strong coaching, mentoring, and developing skills as related to GIS training.
GNSS, GPS, Eos Positioning Systems, ESRI Collector, ArcGIS Online, ESRI ArcGIS Enterprise Suite, ArcSDE, Data Reviewer, Survey 123, RTK, CORS, Network Utility Data Models, UAV (drones), Pix4D, Drone2Map, Global Mapper, Workflow Management Systems, Laser Offset Workflows.
Minimum 5 years of experience working in an engineering/operations GIS environment. Strong preference given to experience within a Utility environment.
Experience in GIS systems configuration and implementation.
Experience with document management systems would be an advantage.
Candidate must be experienced in the process, data design and layering strategies and the configuration of GIS and relational database systems.
Experience with various GIS applications with emphasis on utilities strongly desired.
Bachelors degree or equivalent 4 years’ experience. Master’s preferred.
GISP (Geographic Information Systems Professional) from GISCI preferred. Part 107 Commercial UAV certification preferred
