Project Engineer - Port Allen, LA

Accountable for Project HSSE&SP performance achieving Goal Zero.
Responsible for identification, framing, evaluation, and prioritization of capital requirements with the R&D/MTS/BOM/Asset Owner/3rd party EPCM teams to drive integration, alignment,and understanding.
Responsible for supporting the Front-End Design and Loading of a well-defined, competitive and affordable development concept and scope through DG3. This includes site-specific cross-functional integration of technical scope (incl. Manufacturing Technical; Site Technical, Process Engineering, Site Management, 3rd party EPCM).
Single point accountable for delivering the competitive scope of a defined project in define and execute phases until the agreed handover point to the Asset Owner.
Responsible for managing and delivering the portfolio of projects to the agreed Project to Asset (P2A) handover point, Quality, Cost and Schedule performance against agreed targets applying the 8 project principles, ORS and Project Management Framework.
Ensure 3rd party EPCM project team(s) delivery aligns with the Shell Control Framework: HSSE and iPMS (Integrated Project Management System)
Accountable for setting and assuring a site-specific fit for purpose construction site standards, in compliance with Shell requirements, local rules, and regulations, to achieve safe, constraint-free, and cost-effective construction.
Accountable for executing as a member of a high performing team for the assigned block of the projects (incl. contractors) with clarity in priorities, roles/ responsibilities/decision rights and holds the team accountable for cost-effectiveness and productivity in engineering, quality, and construction.
Accountable for the timely and accurate completion of all project-related reporting including Stakeholder/Finance (Latest Estimate and VOWD)/Monthly Performance reporting.
Responsible for closing MOC actions associated with projects
Maintain close relationships with process and discipline specialists
Ensure compliance with environmental procedures
Provide technical assistance for permit applications associated with projects

Bachelor's in Engineering Mechanical/Chemical/Process/Industrial
6+ years related Capital Project/Manufacturing/Catalyst experience
Systems required experience include Project Planning software (MS Project), SAP Project and related modules, Powerpoint, Excel, etc
Leadership skills with the ability to influence senior leaders within Catalyst Manufacturing
Experience building and executing upon strategies
Ability to train, motivate, and drive change including coaching junior staff
Ability to manage a wide variety of disciplines and expectations
Ability to balance multiple competing priorities and complete work in a professional manner
Strong commercial and project management background necessary including using the Shell Assurance Framework (ORS/PMF/DCAF)
Experience with healthy conflict management and resolution
Analytical capabilities and problem-solving abilities are a must
Knowledge of time writing would be a plus
