Job Description:

The successful candidate for the role of Cost Engineer will support Shell Trinidad and Tobago offshore and onshore assets in terms of delivering standard, consistent and robust project frameworks and procedures.

Other accountabilities include:

  • Developing and implementing the change management process for Shell Trinidad and Tobago projects.

  • Providing clear guidance on trend analysis and the assessment of change impacts on cost.

  • Maintaining trend and change management logs for individual projects and the portfolio.

  • Delivering consistent but appropriate cost management structures for major, complex projects.

  • Ensuring compliance to Company standard tools and processes, as appropriate for each project's life cycle development & execution phase.

  • Providing cost engineering support in the development of cost breakdown structures (CBS) and their population from the estimate.

  • Developing and documenting Cost Time and Resource (CTR) sheets for phased cost estimates in line with Company guidance notes for agreement and sign-off by the CTR budget holders.

  • Providing project guidance for creation of accurate monthly cost reports, identifying variances from the plan on commitment, value of work done, changes and currency fluctuations against approved Authorities For Expenditure (AFEs).

  • Preparing reconciliations between earlier cost estimates and the current cost forecast.

  • Participating in peer reviews and other assurance events.

  • Maintaining and promoting realism in the cost forecasts in the face of commercial pressure and optimism from project teams.

  • Maintaining consistency in cost bases through rigorous adherence to the controls processes.

  • Must have legal authorization to work in Trinidad and Tobago without sponsorship.

  • Engineering Degree and/or Certification as a Cost Engineer or equivalent experience.

  • Minimum 8 years industry experience (cost engineering, project services) with preferred background in the oil & gas and/or construction industry onshore and offshore.

  • Experience delivering in a portfolio project environment

  • Supports other project engineers in the department.

  • Excellent analytical, oral and written communication skills.
