Environment and Regulatory Manager

This position is part of the Health, Safety, Security and Environment (HSSE) discipline. The role is to provide Environmental Management and HSSE regulatory expertise, leadership and direction to the business and assures compliance against relevant environmental, HSSE regulatory and Shell’s HSSE Control Framework requirements and drive performance improvement. Additionally, the role requires working closely with other Operators and industry associations to evaluate policy and regulation and engage in advocacy to protect license to operate and reputation.
Technical lead on environmental matters ensuring provision of environmental expertise into the different parts of the business to drive compliance with the Group HSSE & SP Control Framework, and regulatory requirements.
Lead a team of Environmental Advisors and Regulatory Compliance Advisors.
Lead the development of environmental strategies and objectives including environmental management change processes under changing circumstances.
Lead implementation and maintenance of environmental management system in line with ISO 14001 standard requirements.
Act as Technical Authority (TA)2 for Environment.
Provide HSSE regulatory subject matter expertise to ensure compliance with regulations and permit conditions, as well as group requirements and commitments.
Ensure that required permits/licenses/approvals are submitted and delivered in alignment with project schedule and/or production delivery.
Coordinate and direct efforts to influence appropriate regulatory bodies to ensure new legislation and guidance are risk-based, sustainable, and based on sound science.
Lead the preparation, implementation, maintenance and monitoring of the environmental aspects of the asset HSSE plans & environmental aspects registers.
Ensure that the business has a consistent policy and documented approach on issues related to HSSE regulatory compliance.
Develop advocacy and stakeholder management strategy while taking risk-based business solutions in consideration.
Develop and hold partnerships and relationships with national/international agencies, multilaterals, NGOs and other relevant parties.
Build a shared vision of regulatory management and advocacy.
Develop and apply tools, practices and procedures to assess and manage HSSE regulatory compliance.
Shape and influence HSSE regulation and policy, implement strategies to comply with regulation.
Assess regulatory impacts and translate them into pragmatic implementation requirements and schedules.
Lead/participate in environmental Audits and Reviews as required.
Lead/participate in investigation of environment incidents.
Represent the company in various external business sector organizations and Regulatory bodies.
Ensure reporting of quality assured Environmental data to the Group and the Regulatory bodies.
Manage and coordinate environmental and HSSE regulatory training to increase staff and business leaders understanding of the requirements and risks and ensure competence.

Port of Spain - St. Clair Avenue
Advanced Degree in Environmental Engineering/Sciences or related fields with significant experience in Environmental Management, Environmental Engineering and Environmental Consulting.
At least 10 years’ experience in environmental assessment, including management of contractors, and development of practical and pragmatic environmental plans.
Prior experience with regulatory, advocacy and assurance processes.
Good understanding of HSSE management principles and application.
Dynamic leader with a passion for developing, motivating and inspiring his/her team.
Creative individual that demonstrates flexibility of approach while maintaining a fair degree of resilience.
Well-developed communication & interpersonal skills.
Skilled at team working, managing Business interfaces and working and embedding change.
Good technical knowledge and experience to be able to provide sound and credible business advise.
Experience in leading a multi-disciplinary and multi-cultural environment with a track record of working in diverse teams.
Strong negotiation skills with the ability to influence stakeholder expectations at multiple levels in the organization.
