This position is contingent upon contract award.


· TheContract Manager (CM)has full

authority and responsibility for assuring performance objectives and standards

identified in the contract are met for all sites included in the contract. TheCMis responsible for coordinating

directly with the designated client representatives and stakeholders and is

responsible for exercising leadership, maintaining high morale, and directing

the performance of all security personnel assigned to the contract at respective

sites. TheCMwill be responsible

for delivery of services described in the contract, receive any complaints

concerning performance of contract services, and rectify the causes of the

complaints. TheCMwill be fully

empowered to execute operational decisions on behalf of the contractor and

remain available to manage, support and assist all CBP sites to ensure

continued timely and compliant delivery of services. TheCMwill ensure all subcontracted services are executed in

accordance with the SOW and subcontract agreement. TheCMwill provide daily and regularly scheduled status updates to the

COR and ensure continuity of services at all sites.

Duties and


· Overall

responsible for the entire Protective Security Officer Services contract.

· Serves

as the company representative and has the authority to speak for the company

when interfacing with the CBP client.

· Must

conduct high level management, leadership, and coordination of all contract

requirements including client interaction, contract staffing levels, budget

requirements, equipment management which includes life cycle replacement, and

all contract performance milestones.

· Oversees

the management of all deliverables and internal reporting to ensure

completeness, accuracy, and compliance.

· Oversees

the management of enterprise-wide post orders, instructions, and standard

operating procedures to ensure all are current, property distributed, adhered

to, and enforced.

· Maintains

daily liaison with customer stakeholders to ensure the terms of the contract

are being met to the client's satisfaction and expectation.

· Has

complete authority over assigned personnel to ensure the accomplishment of

quality work.

· Verifies

that all officers receive and understand new, changed, or special instructions.

· Required

to follow all company personnel and safety policies and perform all assigned

duties in a safe work manner.

May be required to

work other than normal duty hours, which may include evenings, weekends, and/or

and directly or indirectly supervises all security force officer personnel on

the contract.

· Minimum

of a Master’s Degree in Criminal Justice or related discipline, or a minimum of

ten (10) years’ experience in law enforcement or a security related area.

· Minimum

of ten (10) years’ experience in security or law enforcement administrative and

substantial operations experience in the armed forces, security, police, or

civilian equivalent or related field, three (3) of which is at the supervisory


· Minimum

of three (3) years of progressively responsible general experience gained in

analytical decision making and administrative work and activities.

· Minimum

of three (3) years of specialized experience directly related to the work

performed in physical security or law enforcement.

· Must

possess and maintain a valid state driver’s license.

· Must

meet or exceed the Minimum Medical and Physical Standards for an Armed Security

Officers outlined in Interagency Security Committee, Best Practices for Armed

Security Officers in Federal Facilities, Appendix B: (April 2013, 2ndEdition).

· Must

satisfactorily complete an annual Physical Agility Testing (PAT). (The first

phase measures the aerobic capacity of a candidate who is tested at a “minimum

of nine (9) METs or 31.5 milliliter/kilogram/minute VO2 Max, during

standardized aerobic capacity test (step box, treadmill or stepmill for six (6)

minutes. ”Administered by qualified physician. Once cleared candidate must

complete phase two consisting of: able to exhibit full range of motion, able to

easily get down to and up from a kneeling position, lift 40 pounds minimum from

floor to waist, able to bench press at least 40 percent of his or her body

weight, and able to perform sit-ups and push-ups continuously for at least 30


· Must

satisfactorily pass initial and random drug testing.

· Must

satisfactorily pass initial psychological testing.

Knowledge, Skills

and Abilities:

· Knowledge

and/or experience in project management and business rules.

· Knowledgeable

in the application of intrusion detection devices and electronic security


· Strong

personnel management skills; excellent written, verbal, and interpersonal skills.

· Superior

knowledge, analytical, persuasion, and problem-solving skills relative to

health, safety, environmental, and business matters.

· Ability

to manage multiple, high priority tasks simultaneously.

· Capable

of assimilating and critically evaluating information.

and/or move up to 25 pounds. Specific vision abilities required by this job

Work Environment:(The work environment

· The employee will normally work in

a temperature-controlled office environment, with frequent exposure to

electronic office equipment.

· During visits to areas of

operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne

particles, toxic or caustic chemicals, and loud noise.
