Technical HSE Engineer
No. of Positions:
To provide technical HSE advice and problem-solving capability to the Bukom site and the broader HSSE and Emergency Response (ER) Department. The role will become the site focal point (Subject Matter Expert) for some specific activities or hazards of a more technical nature, such as tank cleaning safety, catalysts and others.
To raise Management of Change (MOC) and initiate projects to solve HSE problems as assigned, and champion these to successful completion
To lead and report high quality investigations on HSE incidents and near misses as assigned, aiming to identify deeper causal factors (including human factors) and propose SMART actions to address root causes
To help provide high quality HSE training and workshop facilitation to key groups and activities onsite, including the current Blue Zone Barrier thinking and Safety Leadership programs
To help ensure all activities are conducted and managed in accordance with agreed HSSE practices and procedures as outlined in the Bukom Manufacturing Site procedures
Develop, review and update HSE procedures as required via the GPA and plan and facilitate the cascades to site, ensuring compliance to Singapore regulations, Shell Control Framework and DSM Standards. To also review TA and Project HSE Plans
To review HSSE KPIs and FIM reporting and conduct in-depth analysis and generate insights, including presentation of analysis to HSSE and site leadership as required
To help lead and support contractor HSE audits and assurance, including green banding, contractor HSE management and review of contractor HSE Plans
To help provide Health, safety & environmental coaching and promote improvements in HSE culture of the site Operations, maintenance, turnaround and projects teams, with a focus on technical HSSE matters
Lead and support the implementation and support of HSSE initiatives such as campaigns, Coaching Based Intervention programme and HSSE alerts and learning’s cascade. Assist to provide safety leadership coaching to a wide cross section of leaders, including more senior staff in other Departments.
Perform technical HSSE reviews and recommendations across ER, Health, Safety, Security, Process Safety
Perform continual inspection and review of field activities for safe work practices (all HSSE aspects). Pro-actively ensure via frequent field walks that all activities in the day-to-day operations are executed with no harm to personnel, environment and equipment and in accordance with agreed procedure. Maintain a high visible safety presence on site
Liaise with site Operations, Maintenance and TA/Project personnel on HSSE matters, ensuring the application of best HSSE practices throughout the site.
Act as a mentor to supervision / management to encourage and support them in applying a goal zero mindset to all tasks. Participate and advise on the development of work method statements and risk assessments (typically for more complex, technical or higher risk tasks). Coach wider HSE team on technical and process safety matters.
Assist to deliver Site Induction Training for staff and relevant site HSE training
To carry out the monthly ICP Safety Officer role once familiarized to site
To provide HSSE technical advice, problem solving and assurance for the site, including raising and supporting MOCs, projects and HSE procedure writing
To provide high quality incident investigation leadership and support, including reporting
To help provide quality, in-depth incident analysis and insights
To perform field checks to help ensure all activities are conducted and managed in accordance with agreed HSSE practices and procedures as outlined in the Bukom Manufacturing Site.
Increase the onsite HSSE awareness and build a HSE generative culture among staff and contractors.
Assisting in the technical HSE competence development of site HSE and supervisory/leadership personnel via coaching is critical for successful delivery

Singapore - Pulau Bukom
A Bachelor’s Degree in Engineering (preferably Mechanical or Chemical Engineering).
7 to 10 years oil or petrochemical industry experience, including with incident investigations, workshop or training facilitation, technical HSE/process safety, MOC and contractor HSE and/or operational HSE.
Good knowledge of Shell HSSE CF standards and work processes.
Strong written and verbal communication, influencing and interpersonal skills.
Sound understanding of safety & environmental legislative requirements.
Engineer who gets the facts and then thinks in practical terms to proactively solve problems, shows initiative, good attention to detail, results orientated and works well leading or as part of a team
Prior HSE experience is a requirement, HSE professional qualifications is a plus
Proven track record in leading groups or key work processes in period of high activity and complexity.
Some operational safety and prior work interface with running facilities or plants.
