The Turnaround Engineer (TA Engr) is a position residing within PBU Turnaround Division under TA Services Controls Sub-Department.
The primary function of TA Engr is to standardize TA work processes & drive TA performance excellence across site TA Events. Primary deliverables of TA Engr cover three main areas: (1) TA Strategy & Process Excellence (2) TA Benchmarking Services and (3) TA Event Planning & Execution Support for PBU to achieve sustainable, competitive and affordable top quartile TA HSSE, quality, duration, cost, TA cycle interval performances.
The TA Engr has a joint accountability with the Site TA Service Manager to drive PBU in adhering to the Shell Global AMS 2.26 Perform Turnarounds and the customary Downstream Manufacturing Turnaround Management Standard DSM-1520001-ST; all DS-M Turnaround Process related Specifications (SP) & Recommended Practices (RP). The TA Engineer is the default administrator & secretary for Bukom TA Strategy Team (site leadership team)
TA Engr is expected to work across different Departments and must demonstrate
Strong bias for action to identify potential problems and coordinate effective resolutions;
Result driven personality with continual enthusiasm to achieve top quartile competitive TA performances;
Ability to solicit internal/external commitments and influence loosely knitted work teams/stakeholders across all organizational levels;
Balance disposition in the short-medium-long term priorities of PBU’s site business needs.
The specific role of TA Engr’s evolves through different phases of TA process cycle. The primary accountability for the TA Engr is to enable PBU to maximize TA business values & improving overall TA readiness through standardization, TA fundamentals and best/recommended practices are applied to across all TA Events. Including:
Act at all times in accordance with Shell HSSE & SP Control Framework requirements.
Deputy TA Work Process Focal Point for the site - to drive standardized site TA process & performance improvements.
Department focal point for business planning matters & interfaces.
Custodian of TA process documents & procedures and system super-user of TA related systems & software, i.e. NAVITRACK, Digital Worker, TA Department webpage, etc.
Custodian of PBU TA 10-years plan & lead coordinator for site TA Strategy Workshops.
Focal point for all TA related records, database & benchmarking matters – TA Solomon reporting, External TA Manpower Projection, Site KPI reporting, TA internal records & performance data, etc.
Provide technical, management & administrative supports to TA Events across various planning & execution phases, i.e. perform Execution Integration Leader role, facilitate multi-discipline alignment, support TA Event Managers in providing event progress with BLT during TA execution.
Operationalize site TA strategies & Standard Work across respective TA events, including supporting TA events Leader Standard Work meeting, action tracking, and standardizing organization charts.
Coordinate TA process effectiveness reviews (PERs) and other work process assurance related requirements.
Drive standardization & participate in TA planning workshops/practices (i.e. scope premises/collection/optimization, constructability reviews, table-tops exercises, schedule optimization, cost reviews, risk assessment/management, etc.) & effective utilization of TA Work Packages.
Provide assurance checks of planning data & information clarity, timeliness and accuracy for Steering Team & Strategy Team updates/reporting, i.e. pre-read circulations for effective decision making.
Support TA Event Managers and Cost Engineers in the development of respective TA estimates, engineering, funding requests/investment proposals & material management.
Liaise inter-department/function interfaces, specifically alignment between Projects-Engineering, Production/PUDT & HSE with TA to facilitate successful TA events, i.e. project identification & development readiness in line with TA events, shut-down/decontamination planning, etc.
Ensure clean closure of TA Events within 4 months of the completion of TA Event i.e. finalize TA KPI & up and drive TAR4 TA Look Backs/Lessons Learned, documentation updates including the archiving of learning & improvement plans. Thereafter, incorporate best practices into future events and shares with broader organization.
Drive TA continuous improvement/enabler to deliver sustainable competitive TA outcomes, i.e. simplification of material handling process, conduct lunch & learns, deploying new technologies in TA, etc.

Skills & Requirements :
- Bachelor Degree (minimum and accredited) or Master’s Degree of any conventional Engineering Discipline, Project & Construction Management or Quantity Surveying.
Minimum 5 years relevant work experience in refining and/or petrochemical operations, maintenance or engineering
Good understanding of TA Work Process Requirements.
Working knowledge with budgeting, cost tracking, scheduling along with contract and procurement management.
Skill - Solid verbal and written communication skills.
Skill - Effective interpersonal & networking skills in managing/leading loosely knit cross-functional/multi-discipline work teams. Proven facilitation and group leadership experience.
Skill - Robust computer skills: at a minimum, advance MS-Excel, MS-Word, MS-PowerPoint, G-SAP, Navitrack, Primavera, AIMS.
Skill - Ability to diagnose the causes of events, and the strengths and weaknesses of the constituent parts. Recognizing events/activities and connecting patterns to reflect the “big-picture”.
Knowledge - Strong project cost controls, portfolio management/CAPEX allocation and contract management fundamentals.
Knowledge – Building work plans using scheduling tools.
Knowledge – Strong engineering fundamentals & construction management practices.
