Job Description

Drive strategy, architecture, and implementation of Business Intelligence (BI) solutions for State and Local Government Health and Human Services clients of IBM Watson Health. Working in partnership with client services and implementation teams, lead the design and delivery of healthcare reporting and analytic platforms for clients. Develop architectural approaches, standards, and best practices for sematic layers designed to support optimal performance, flexibility, and usability for a variety of BI and analytic tools.

This role requires an individual with excellent team leadership skills, who can influence the architectural direction of healthcare BI solutions while working cross-functionally with Implementation Teams, Account Teams, Product Management, and Sales. The role requires strong interpersonal and communication skills, a keen attention to detail, ability to work in a fast-paced environment, a strong understanding of healthcare, independence, and entrepreneurial ability to work with minimal direction and rapid prototyping.

Responsibilities

  • Work collaboratively to develop and influence a long term BI strategy/analytics/tools roadmap and self-service reporting capabilities

  • Collaborate with Data Warehouse Implementation teams, BI Administrators, Developers and Analysts for successful development of BI reporting and analytic solutions

  • Work closely with implementation teams and data warehouse architects to design and develop reporting and analytic models that are portable and support client requirements, build trust, and drive decision making and insights

  • Develop scalable and maintainable BI applications to meet client objectives

  • Gather requirements from clients for building BI Architecture, and Reporting and Analytic platforms

  • Define BI standards, guidelines and best practices for clients, client services, and technical teams

  • Provide expert guidance on Business Intelligence (BI) skills and technologies

  • Work with security officers to develop security and authentication standards for GHHS clients

  • Maintain accurate and complete technical architectural documents

  • Recommend strategies to improve performance and capacity of BI tools

  • Provide technical training on BI tools to client and internal staff

  • Provide leadership and mentorship for the GHHS BI Practice team

  • Support BI tools upgrades in development, testing and documentation

  • Work with cross-functional business leaders to build scalable and repeatable processes to enable efficient delivery of BI solutions across GHHS clients

Required Technical and Professional Expertise

  • 10+ yrs professional exp with large data sets, advanced modeling techniques, data mining and healthcare/statistical analysis

  • 2+ yrs with advanced analytic tools and platforms such as SPSS, SAS, R, Python

  • 2 + yrs of reporting, analytics and data mining with Data Lakes

  • Outstanding analytical modeling skills

  • Experience/knowledge of end-to-end DW principles, methodologies, and practices

  • Expert level SQL skills

  • Hands-on Cognos Framework Manager and Report Authoring Interfaces exp

  • Solid knowledge of Tableau Server and Tableau Desktop

  • Business strategy: ability to provide consultative business analysis, and create insightful, effective BI solutions

  • Successful end-to-end project management experience

  • Ability to thrive in an environment that is tasked with providing data-driven decision support and provide timely, accurate, actionable business intelligence

  • Track record of strong communication & data presentation skills, including an ability to influence both business and technical teams

Preferred Tech and Prof Experience

  • Medicaid and/or government experience preferred
