The Human Factors Engineer will provide human factors expertise while planning and coordination with multiple program offices, and with various stakeholders to help optimize total system performance, minimize total ownership costs, and ensure systems are built to accommodate the characteristics of the user population that will operate, maintain, and support the system for the Navy Maritime Maintenance Enterprise Solution – Technical Refresh (NMMES-TR).

Duties and Responsibilities:

  • Collaborate with Government and external stakeholders to develop, plan, and incorporate HSI input into an overall plan, that aid in the prioritization and roadmap for the rationalization/consolidation and migration against the NMMES-TR high-level incremental release strategy

  • Incorporate Human-Centered Design (HCD) practices into the agile sprint cycles to be performed as part of the COTS applications selected during the period of performance

  • Use the NMMES-TR Community of Practice (CoP) as the user base for HCD

  • Include Human Factors Engineering (HFE) in all agile sprint or phase planning, demonstrations, and reviews

  • Develop user workflows, user stories, personas, and mock-ups for proposed content for the design of menus, pages, and portlets prior to the start of configuration work

  • Participate in weekly Integrated Project Team (IPT) meetings

  • Analyze user’s requirements and concept of operations documents from a human factor’s perspective

  • Perform trade off analysis of potential COTS solutions for use within the pilot program

  • Evaluate hardware and software to determine efficiency and compatibility from a human factor’s perspective

  • Conduct heuristic usability evaluations of the COTS applications selected during the period of performance; where evaluations include, at a minimum, layout consistency, acknowledgment of user actions, system status displays, and alerting framework

  • Analyze, track, and prioritize user feedback and provide design recommendations

  • Conduct user assessments to evaluate end-users as they perform operationally relevant and representative tasks

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Advanced Degree (Master’s or PhD) in:

  • Human Factors Psychology/Engineering

  • Human Systems Integration

  • Human Computer Interaction

  • User Experience Research/Design

  • Or related discipline

  • Bachelor’s Degree and 5 years’ experience may be used in lieu of Advanced Degree

  • 2 years of experience working in the fields of:

  • Human Factors Engineering

  • Human Systems Integration

  • Human Computer Interaction

  • User Experience Research/Design

  • Or related human centered design field

  • Secret security clearance required

Knowledge, Skills and Abilities:

  • Knowledge of human systems integration for military acquisition

  • Knowledge of human computer interaction and user-centered design processes applied to agile software development

  • Skill in the design, development, and evaluation of enterprise information and commercial/government off the shelf (COTS/GOTS) software systems

  • Skill in data analysis and statistical procedures

  • Skill in Microsoft Office Suite

  • Ability to travel

  • Ability to work collaboratively across government, contractor, and developer teams

  • Ability to communicate effectively orally and in writing, including the preparation and presentation of briefings to high-ranking military and civilian managers

  • Strong working experience in all phases of the SDLC

  • Must be well organized, an effective communicator at multiple levels and able to grasp system concepts and communicate their applications

  • Must be capable of quickly learning new systems and associated software applications for proficient execution of tasks

  • Ability to work closely and cooperatively with fellow workers

  • Effective communication and time management

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
