Primary Role

Oversee the performance of meter testing programs around the state (new, customer request and major customer periodics). The location is flexible to sit out of additional PA American Water site locations.

  • Synchronize testing protocols around the state, provide best practice training.

  • Liaison with corporate meter performance team.

  • Provide technical writing and guidance on meter technology.

  • Be the statewide AMI expert withing metering.

  • Support district meter reading needs to drive performance around eliminating consecutive estimates, zero reads.

  • Review of all high reads, work with other teams to review high bill adjustments.

  • Conduct short and long term esting for existing and new meter technologies.

  • Rationalize meter inventory in each district.

  • Monitor LOS program in each district.

Key Accountabilities

  • Establish, maintain and continuously improve the health and safety culture within an operational area. Create an environment of accountability and implement high performance safety programs, including the provision of resources, time, equipment and training.

  • Ensure that all facilities maintain operational reliability, including environmental compliance with current and future regulations.

  • Implement best operating practices to promote continuous improvement, innovation and excellent customer service. Implement operations strategies and direct and manage the field operations for water and wastewater operations within an operational area. Provide operational input to annual business plans, control budgets for responsible areas, and ensure that operational and financial targets are met or exceeded.

  • Lead, motivate and develop staff in assigned operations areas. Build shared commitment to improving business performance, and develop both individual and team capabilities. Drive performance by linking business units' objectives to company goals and values. Communicate a shared vision, energize and empower staff, and champion diversity.

  • Work with the engineering staff to develop the strategy and priorities for capital investment programs, and drive the effective implementation of such programs.

  • Establish relationships with and serve as a key operational contact for customers, political and civic leaders and other key external stakeholders. Support and assist in maintaining and enhancing such relationships area-wide.

  • Support the business development function in an operational area. Assist in due diligence and operational analysis, and ensure effective integration and performance of acquisitions and contract operations.

Knowledge / Skills

  • Extensive in-depth knowledge of the metering technology.

  • Knowledge of the applicable regulations, requirements and trends impacting the water and/or wastewater business, as it exists throughout American Water locations and areas of new business opportunities.

  • Knowledge of the assessment of operating practices and the establishment of best practices.

  • Broad knowledge of Production, Source Water Management, Engineering, Project Management and construction management practices.

  • Computer literacy. Strong skills in the use of word processing, spreadsheet, flow-charting, project scheduling.

  • Good verbal and written communication skills (e.g., presentation, listening, report writing).

  • Financial analysis skill, including budget management and comprehensive accounting knowledge.

Minimum of 5 yrs water and/or wastewater utility experience is preferred. Metering experience is highly preferred.

Associate’s degree in operational discipline, management or related discipline, or equivalent experience.

Licenses & Certifications

  • DEP certification within functional area is required and must be maintained. Equivalent experience and reciprocity provisions will be made for obtaining required licenses.

Travel Requirements

Daily travel throughout an individual area or district of responsibility. *Expect up to 25 percent travel and 10 percent overnight travel.*


This job is specific to a large state or district of a large state and must have oversight for both field operations and production functions.
