Job Description:

To providing maritime expertise in respect of technical, operational and commercial performance whilst protecting the Group’s reputation by ensuring that all maritime operations are conducted in accordance with the Group requirements for

Health, Safety, Security and Environmental (HSSE) control framework.

Principal Accountabilities:

  • Conduct or facilitate assessments of marine (oil, gas and chemicals) facilities, and enter (and maintain current) the results in Globe Maritime Assurance System (GMAS), as well as follow-up on findings following inspection.

  • Collaboration with the Manager Maritime Assurance (MMA) in Singapore for the management of the risks associated with locally operated vessels within China/Hong Kong.

  • Co-ordination of inspection of coastal Cargo Transport Vessels & barges, Support Vessels and passenger craft and provision of manpower to assist the MMA in conducting Shipowner Management Review Process for coastal / harbour vessel operators and take part in business performance ship owner reviews.

  • Support the DS businesses in the implementation of the OSP process in accordance with CP and HSSE assurance requirements. Support businesses in optimising contractual performance of shipping service providers - this includes, but is not limited to, vessels, marine storage facilities, marine cargo surveying. A line of communications to the respective Global Category Manager(s) and/or advisors will be required.

  • Assist business HSSE focal points in the development, and review of, the maritime Hazards And Effects Management Process (HEMP) and/or safety case ensuring that controls and risk responses identified are appropriately managed to As Low As Reasonably Practicable (ALARP).

  • Provide maritime technical advice and support in respect of:-

a. Port, facility and vessel/shore compatibility information.

b. Training in relation to shipping & maritime operations, in particular Shore Officers and cargo agents

c. Vessel Quality Assurance

d. Ship to ship cargo transfer operations

e. Technical advice on chartering and contracts

f. Emergency/Crisis/Oil spill Response including exercises to ascertain effectiveness of plans

g. Management & mitigation of maritime HSE risks

h. Cargo quantity and quality, and handling of dangerous goods

i. Demurrage and other claims

h. Operational excellence and efficiency

  • Provide resource to the businesses in the application and implementation of applicable global maritime processes including completion and close-out of the Maritime Process Model Business Review (MPM BR), compliance with the HSSE Control Framework with particular emphasis on the Transport Manual- Maritime Safety, and act as focal point in support of DS Businesses in the HSSE Control Framework (HSSE CF) line of defence (LOD3) audit process and assist the business in close-out of any findings following the review.

  • Provide support to, in collaboration with Shipping projects team, Downstream businesses in maritime projects such as building of new facilities.

  • Provide support to Downstream businesses in the investigation and follow-up of maritime incidents.

  • Promote relationships with relevant national authorities and external industry bodies to share best practices, positively influence implementation of safety standards and provide information to the business on iniatives, standards and regulations and support OCIMF China Focus Group in promoting best practices in China.

  • Provide data support and management information to Shipping and Maritime APME

  • Provide on-site support to the local Emergency Response Team (ERT) for Shipping for incidents as local interface with STASCO Casualty.

Requirements:

  • Work related experience and qualification: 3 years Senior Officer Onboard Oil or Chemical Tanker.

  • Preferably with Work Experience on Chemical tanker as Master

  • Authorized Person (AP) in maritime operations under Shipping Technical Function in Manual of Authorities (MOA)

  • Proficient in English and Chinese
