Summary:

THIS POSITION IS CONTINGENT UPON CONTRACT AWARD

Chenega Professional and Technical Services, LLC (CPTS) is seeking a Field Supervisor to provide services and support to the FDA’s Office of Facilities Engineering and Mission Support Services (OFEMS) in the areas of program management and oversight of the Vehicle Fleet.

Duties and Responsibilities:

  • Develop implementation plans with milestones, timetables, audit trails, and evaluation procedures.

  • Utilize techniques such as quantitative analysis, surveys, interviews, research, etc., to develop strategies and policies to address new and emerging problems, working closely with the senior management of the FDA Vehicle Fleet to develop information, share ideas, and reach a course of action.

  • Assure that current vehicle data and allocations are accurate and develop or assist in development of plans for expansion or reduction of vehicle fleet to assure vehicles are optimally distributed and utilized to meet future needs.

  • Review and evaluate government owned and leased vehicle management programs and activities, identify need for program improvements and changes, and assist in the development and implementation of plans to improve vehicle operations and maintenance activities that adjust to changing requirements.

  • Facilitate, or assist in the facilitation of meetings with FDA Fleet Managers and the Agency fleet community to aid with planning for future fleet requirements that will need funding and other support.

  • Monitor or assist in monitoring FDA vehicle fleet operations.

  • Report or assist in reporting vehicle maintenance issues to GSA as required and follows up to ensure corrective action has been taken.

  • Monitor, or assist in monitoring, fleet charge card programs and related internal control and enterprise risk management activities including compliance with A-123 and requirements for proper payments.

  • Work with the appropriate contacts in HHS to obtain reports on all FDA employees and contractors who have completed the HHS Fleet Drivers’ Overview and Training on-line course, or other training related to the vehicle fleet.

  • Work with the appropriate contacts in GSA, DOE or other Federal Agencies to obtain reports on all FDA employees and contractors who have completed on-line training courses or other training related to the vehicle fleet offered by their agency

  • Review training reports related to the vehicle fleet provided to OFEMS to ensure all FDA employees and contractors authorized to utilize government vehicles are certified to do so

  • Monitor the status of training certification and maintain the status of FDA employees and contractors who have completed necessary training, are due to repeat training to maintain certification or are overdue and no longer certified

  • Develop, or assist in developing, training materials for use in the FDA Vehicle Fleet program

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Associates degree or higher preferred, additional years of experience in lieu of education allowable.

  • 3 years experience in supervisory role, Fleet Management experience required.

Knowledge, Skills and Abilities:

  • Demonstrable excellence in communication and interpersonal skills are required as this candidate will be expected to work productively in a collaborative, cross-functional team environment.

  • Strong attention to detail.

  • Demonstrable excellence in written and verbal communication skills

  • Basic office software skills (Word, Excel, PowerPoint, etc.) are required.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
