Chenega Enterprise Systems and Solutions, LLC (ChESS) is seeking a Grants/Business Specialist to support the Food and Drug Administration’s (FDA) Office of Acquisitions and Grants Services (OAGS) within the Center for Devices and Radiological Health (CDRH) as well as Center for Biologics Evaluation and Research (CBER). The Grants/Business Specialist shall provide FDA Centers with Acquisitions and Federal Assistance Support Services for the coordination and management for, but not limited to, selected initiatives.

Duties and Responsibilities:

  • Manages, supervises, and leads administrative business, policy, and analytical work and works closely with senior analysts or other staffers in federal assistance documentation and planning in support of SME’s and program offices) to develop requirements and evaluation criteria for assistance type mechanism.

  • All work that the contractor assists in preparing grant and cooperative agreements actions from the programmatic perspective, will be in accordance with the Grants Policy Administration Manual (GPAM).

  • Assist in planning, developing programs to support the FDA mission that will require the support via assistance type mechanisms. The mechanism includes grants, cooperative agreements, Inter Agency Agreements (IAA) or other related instruments.

  • Designing, developing, implementing, and interpreting grants/assistance management policies, procedures, and practices.

  • As required, also responsible for assisting with the planning, preparing, and maintaining of the current assistance plans and overall program office assistance administration functions, to include control and tracking.

  • Coordinates and works with the technical experts and the Contracting/Grants office to ensure internal project milestones, goals and objectives are reflected in the various documents and project plan/schedules are maintained.

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s Degree in related field of study

  • Minimum of 10 years’ experience direct relatable Federal Acquisition role

  • Knowledge of federal acquisition methods and techniques

  • Skills in managing and prioritizing multiple assignments with strict deadlines and ability to coordinate efforts among many offices.

  • Excellent interpersonal and communication skills (both oral and written). Expertise to prepare and present information/data via oral briefing(s) and/or by written reports.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
