Logistics Contract Manager SEAKR

Purpose : The Logistics Contract Manager is a key role in the APMESA Logistics Leadership Team and is mandated to lead negotiations along with C&P, own and manage contracts to extract maximum value and develop strategic supplier relationship. Some of the key focus areas for this role includes
Defining Contract Management Agenda and Support CMCP process and activities to effectively lead and assume full authority as Contract Owner, gate-keep controlling and supporting PCAM (Pre-and Post-Contract Award Management).
Reinforce efficient contract management with Contract Holder, LSC Manager and CP to support OU growth and optimisation priorities.
Support Regional Logistics Manager and Cluster Operations Manager in defining OU contracting strategy, preferred suppliers engagement and growth partnership strategic programs.
Collaborate with Excellence Manager/Lead, Performance Manager/Executive, Logistics Managers and relevant functions (such as CP, Finance, HSSE and Quality) to drive value creation initiatives for implementation with suppliers.
Conduct necessary external and internal benchmarking
Key Accountabilities :
Work with CP and logistics operations team on new tendering and co-lead negotiations
Set up contract management process, including establish structural KPI , award and penalty policy , consequence management policy. And support Cluster logistics contract manager to do the periodically contract review.
Do analysis on all KPI and performance of existing service providers, address issues and identify opportunity of continuous improvement, which help to optimize cost, improve efficiency and safety.
Responsible for developing and implementing key supplier development plans with support from the respective Procurement Category Manager.
Lead the logistics S&OP supply capacity planning and work with service providers to ensure sufficient capacity is available as per forecasts.
Work with F&A to provide the Financial/Activity analysis required for logistics projects
Challenges current business practices, methodology and procedures through the application of continuous improvement, best practice techniques and knowledge. Provide some solutions on operation level issues.
Set up long term logistics contract strategy, and develop tactical contract management plan.
Do the benchmarking external and internal both, and introduce best practice /new business model within logistics team, and make action plans accordingly
Operationalise OU contract and own Supplier Relationship Management (SRM) at strategic regional level, while enabling LSC manager and CH relationship management at OU executional level.
Provide guidance and steer to CP in developing and implementing key supplier development plans, with support from the respective Procurement Category Manager.
Provide guidance and steer to CH and LSC Manager in execution of new contract, to set up long term logistics contract strategy and develop tactical contract management plan.
Act as Shell single point of focal to supplier in QBR and for strategic engagement resolution of escalated operational issues, identify opportunity of continuous improvement and implementation of value-creation initiatives to optimize cost, improve efficiency, quality and safety.
Provide guidance as centre of contract (CoC) management excellence to support LSC needs and drive supplier and internal collaboration to meet corporate strategic vision of enabling most competitive and agile supply chain.

Singapore - Metropolis
Degree holder with at least 10 years relevant working experience in 3PL operations environment, with contract management experience or solution design for 3PL operations is the must.
