Job Description

The Planner is an individual contributor responsible for planning discipline – specific and/or general maintenance i.e. developing efficient work plans (tasks, sequences, parts/materials, craft/manpower and resources) for maintenance plans and provide estimates to the maintenance budget holders.

  1. Compliance to HSSE standards and requirements to make Shell Jurong Island (SJI) a safe place to work, and accountable for all assigned Critical activities.

  2. Primary accountability is to provide front-line execution parties with a Work pack with all information and materials needed for execution, including required procedures.

  3. Ensure the general effort for planning for a safe and first time right quality with no rework etc. from work order initiation to execution.

  4. Accountable for new information which is not yet in the Computerized Management System, (CMMS) such as Bills of Material (BoMs)

  5. Accountable to set the Earliest Start Date for Schedule.

  6. Liaise with Operations Maintenance Coordinator and Maintenance Execution Team, including Contractors.

  7. Process requisitions / order sheets per work order requirements including liaising with Warehouse for the material kitting.

  8. Conduct time and cost estimation of jobs.

  9. Plan and prepare work “ready to schedule / executable” including Field walk to determine the HSSE requirement and to validate the plan.

  10. Review and validate PM work order details, include update and improvement to make the plan effective and efficient for execution.

  11. Accountable to perform assigned Critical activities per Process Safety requirements (HEMP, IPF, etc).

  12. Work with stakeholders to ensure GAME-ME work processes are executed as designed and are delivering results, e.g. ensure compliance with GAME-ME, Global-M and other Shell Group business objectives.

  13. Custodian of SJI 52 weeks look ahead plans for Preventive Maintenance (PM planner) schedule. Carry out advanced planning for Preventive Maintenance Activities for 52 weeks plan.

  14. Coordinate and engage Operations, Maintenance, Subject Matter Experts (SME) of

RCM, IPF, EI, ESP etc. to ensure all maintenance plan are prioritized and challenged.

  1. Carry out site checks & planning of work orders end to end process, by breaking down all relevant maintenance activities into logical tasks with resources, parts/material, craft/manpower and sequences for optimal work execution. Tasking of planned work orders to the relevant engineers/contractors for execution.

  2. Initiate HSE plans/JHA for the planned work orders to ensure safe execution of work.

  3. Ensure PM plan are created, scheduled accordingly and executed before their due dates. Accountable to ensure no overdue of all RCM, IPF and EI/IDMS/RBI related PM works.

  4. Create and maintain library of plans for HSE, preventive and predictive maintenance activities. Ensure that library plans contain reasonablyaccurate information on cost, materials, services labour and other resource requirements.

19.Actively monitor the actual work execution in terms of cost, resource, schedule (craft hours), sequence and update the equipment library plans accordingly. Accountable for ensuring that preventive maintenance compliance and timely closure of work orders.

  1. Trigger the deferral process and ensure all deferrals are managed and executed timely. Custodian of PM deferral document records. Trigger periodic PM/NRM plan reviews with Production & SME and recommend necessary actions to continuously improve SJI PM/NRM execution performance.

  2. Assist in budget planning i.e. producing 5 years look ahead of RM activities & cost estimation.

22.Contribute and participate actively in site reliability improvements. Provide feedback on effectiveness of preventive maintenance generated from GAME processes (RCM, IPF, EI, etc).

  1. Participate and support ISO/HSSE-MS audits, as well as other related external audits, as part of Company’s HSSE Control framework and management system.

  2. Identify waste elimination and LEAN maintenance opportunities for maintenance, and work with relevant key stakeholders to implement gap closure plans.

  3. Provide support and cross-sharing of database with Turnaround planner for continuous improvement.

  4. Use Computerized Maintenance Management System (CMMS) in compliance with the global maintenance and business processes.

  5. Carry out any other related duties as required.

Requirements

Educational Qualifications:

Degree/Diploma or equivalent.

Or

Professional Experience:

At least 3 years relevant field experience as field

execution engineer/technicians or equivalent.

  1. Demonstrated leadership ability

  2. Relevant work experience in an industrial setting with planning/scheduling/executing maintenance on variety of system/equipment types.

  3. Understanding of resource planning and resource allocation techniques

  4. Demonstrated commitment to safe work practices

Challenges:

  1. Experienced team player capable of multitasking and managing competing priorities.

  2. Must have proficiency in standard software packages including MS Word, Excel, SAP, CMMS (Computerized Maintenance Management System) and related reporting tools

  3. Must be proficient in scheduling and maintenance planning fundamentals.

  4. Inculcate HSSE as personal value for self and direct reports.

  5. Improve site reliability UPDT per global target.

  6. Implement best practices from other sites and externally to bring value to the site.

  7. Demonstrate Leadership attributes in areas of authenticity, growth, collaboration and performance.

  8. Retention of critical knowledge within the team.

Decision-Making:

  1. Approve Maintenance expenditures accordance with the library of authority (currently set at USD 10K).

  2. Ensure asset creation is duly complete prior to creation of PM.
