IBM Employee & Labour Relations, Case Management & Appeals Professional in SINGAPORE, Sierra Leone
The Case Management and Appeals (CM&A) function is part of the Employee and Labour Relations functional line. CM&A has responsibility to:
Establish and provide globally consistent case management practices for complex employee relations cases, concerns and appeals, and BCG violations.
Understand and mitigate employee relations trends and/or pervasive concerns.
Consult and Partner with HR and the business on complex employee relations cases for resolution, and develop proactive strategies for mitigating future issues.
General Role responsibilities
End to end management of complex employee relations cases, including Open Door Appeals, Confidentially Speaking submissions, complex employee issues, complex behaviour management issues, and disciplinary actions.
Case Managers are required to take a leadership role in engaging relevant IBM parties, including Security, Legal, Medical Case Management, HR Partners and other HR functions to work on the effective resolution of employee situations.
Develop strong relationships within the HR leadership team and become a trusted adviser to the HR community providing advice and counsel on employee relations and grievances.
Provide advice and counsel to HR Partners and line managers regarding the application of policy and procedure from an historical, cross-business, and country perspective.
Manage the Singapore Internal Audit Disciplinary Action Process.
Work closely with the Employee and Labour Relations team and foster teaming between the two teams.
Apply local legislation and regulations to case management and resolution and work closely with HR Legal Counsel on the resolution of legal matters.
Execute appropriate investigation techniques, and use good judgment and balanced consideration of all available facts and information to determine outcome.
Define and negotiate appropriate and globally consistent disciplinary actions.
Identify potential trends or pervasive concerns and recommend potential solutions.
Work in collaboration with global case managers on cross border cases, special projects or other common team objectives
Case Managers will take business and management guidance from the CM&A Leader Asia
Employee Relations/ Labor Relations Leader
ER/LR Leaders are accountable and responsible for establishing and guiding the Employee and Labour Relations strategy in their country, partnering with the Country HR Leader, Specialist and HRPs in the implementation. ER/LR Leaders are Subject Matter Experts in this field.
Provide ER/LR advice and counsel to HR Leaders, HR Functions, and HR Partners
Develop and implement strategies to manage third party relationships (Works Councils, Unions, Employee Representative Committees), and manage the information, consultation and negotiation with those parties.
Understand local labour and employment laws, and provide advice and counsel on the impact of these laws on IBM’s HR and business policies and practices.
Provide support for country specific employee and labour relations requirements (such as Employee Work Rules, Government labour inspections)
Develop and implement strategies for the implementation, negotiation and risk management of HR and business programs and initiatives (e.g. changes to C&B and Pension policies, expense and tool provisions, social media, etc.)
Provide advice and counsel on IBM’s contractor & dispatch relationships.
Provide HR related guidance on data privacy items.
Partner with IBM HR Business Development on ER/LR impacts of Divestitures, Mergers, Acquisitions, and Outsourcing.
Provides assessment on impact of HR and Business policy changes. Works directly with HR Function leads on risk assessment of policy changes.
Interlock on labour situations and market place practices
Partner with internal/external Legal and IBM Government Programs on Workforce related initiatives
Conduct local country and/or business unit ER/LR assessments
Provide training on ER/LR principles to HR Leaders, HR Functions, and HR Partners
Countries of Coverage: Singapore & other ASEAN Countries as required.
HR experience in a HR Business Partner or Employee Relations or employment legal role.
Bachelor’s degree in Human Resources, Employee Relations or Employment Law or equivalent HR experience.
