MissionEssential OCS Planner/Integrator in Stuttgart, Germany
Provide expertise in OCS doctrine, policy, processes, procedures, and joint operational planning in order to create, sustain, and improve enduring OCS Integration Cell (OCSIC) capabilities at HQ EUCOM, HQ USAREUR, and/or HQ USAFE. Works across all staff functions/directorates and with stakeholders to develop operational/concept/support plans and orders (deliberate/contingency). Plan, review, coordinate, evaluate, and integrate information and actions required to support future/current operational missions.
ESSENTIAL DUTIES AND SKILLS:
Perform OCS planning/integration tasks in support of HQ EUCOM, HQ USAREUR, and/or HQ USAFE Operational Contract Support Integration Cell (OCSIC). Participate in boards, centers, cells and working groups as needed (e.g., Joint Planning Group(JPG), Operational Contract Support Working Group (OCSWG), Joint Contracting Support Board (JCSB),Joint Requirements Review Board (JRRB)).
Inform and support development/inclusion of OCS equities in campaign plans (global/theater), base plans, and annexes/appendices of other staff functions/divisions including revisions thereto (e.g, OPLANs, CONPLANs, OPORDs, FRAGOs). Inform and support development, evaluation, refinement and/or revisions to Annex W and Appendices (e.g., Contract Statement of Requirements (CSOR), Contract Support Synchronization Matrix (CSSM), and Contractor Management Plan (CMP)). Coordinate with service component staffs, subordinate units, contracting activities, Combat Service Agencies (CSAs), and other multinational/interagency stakeholders (e.g., OSD, Joint Staff, Department of State, NATO/NSPA) to capture requirements, address capability gaps, and/or inform, synchronize and de-conflict potential sourcing solutions. Conduct mission analysis, analysis of the operational environment, and market analysis for vendor capabilities/capacities/vulnerabilities. Develop OCS concepts of support, and other products required to inform planning choices and to provide commanders with commercial support/force mix options. Analyze/assess operational risks (risk to mission/risk to forces) based on commercial support dependencies in plans, orders, exercises, and contingency operations.
Develop, enhance and institutionalize methods/means to visualize commercial support dependencies and associated operational risks/benefits for the staff and commander. Produce effective mitigation measures. Develop and present products that capture dependencies, risks, and mitigation measures to the commander and staff (e.g, by joint warfighting functions).
Contribute to and conduct OCS awareness, training, and education of commanders, staffs, and stakeholders. Support Tier 1 and Globally Integrated Exercise JELC events. Support development, employment, and enhancements to OCS information systems and tools, Knowledge Management, and information sharing. Support development, employment, and enhancements to vendor threat mitigation, vendor vetting, counter threat finance, AT/FP, OPSEC/MILDEC, supply chain risk management, and other initiatives/programs to enable or enhance operational risk assessment and mitigation capabilities.
