Ensures continuity and alignment of Division’s telecommunications direction and plans with HCA’s Corporate IT&S strategies, Division IT&S strategic plans, and Hospital needs. Participates in architecting the Division’s telecommunications infrastructure and in the development of Division telecommunications guidelines, procedures, and standards. Defines scope for Division telecommunications projects and ensures that deliverables and standards are met. Supervises voice services analysts and technical and sr. technical analysts in telecommunications project and support activities, ensuring adherence to Division and Corporate telecommunications standards. Requires subject matter knowledge across telecommunications technologies, services, and components. Must keep abreast of the latest telecommunications technologies and voice services (including security) so that the telecommunications infrastructure is strategically enhanced to proactively meet Corporate and Division requirements. Establishes and manages telecommunications service level agreements with key stakeholders and vendors. Builds and maintains relationships with Corporate, Division and Hospital level leadership teams as needed as it relates to voice services. Demonstrates strong written, verbal and presentation skills. Should possess a strong personal drive and ability to see strategy through to execution in a matrixed, corporate environment.

Supervisor:Director of Technical Services Supervises:Telecom Analyst Duties Include But Are Not Limited To: * Ensures continuity and alignment of Division’s telecommunications direction and plans with HCA’s Corporate IT&S strategies, Division IT&S strategic plans, and Hospital needs. * Responsible for technical and managerial leadership in the establishment of goals and priorities, design, planning, day-to-day operation, maintenance and advanced trouble shooting of Division-wide telecommunications infrastructure, including telephones, voicemail, network cabling and wiring. Meets with Corporate, Division and Hospital level leadership teams as needed to align voice services strategy, conduct voice services planning, and coordinate voice services implementation activities. * Trains, supervises, manages, and develops voice services analysts and technical and sr. technical analysts in their telecommunications duties at Division or Facility locations. * Responsible for personnel management, conducting performance reviews, competency development, and coaching staff. * Builds and manages relationships with business operations, IT&S leaders and vendors. * Participates in resource planning and allocates resources to meet IT&S goals and business priorities. * Organizes, plans, assigns and monitors completion of work. * Responsible for planning and scheduling telecommunication device upgrades within the Division. * Supervises the repair and replacement work of communications devices within the market including HCAPS Imaging Centers and ASD. * Ensures that all telecommunications systems are set up using established HCA procedures and standards. * Develops procedures for maintaining Division telecommunications systems, where none exist, and periodically reviews/updates existing procedures. * Review drawings and specifications for new construction and major renovation projects and ensure compliance with telecommunications specifications. Provide overall communications support for cable plant and equipment installation and maintenance for facilities and multi-building campus settings. * Responsible for telecommunications disaster recovery, extended outages and downtimes associated with telecommunications equipment upgrades. * Responsible for establishing and managing internal service level agreements and ensuring external service level agreements with vendors are met. * Develops and manages the Division telecommunications budget and administers financials for this area. * Researches telecommunications solutions and manages the RFP, assessment and recommendation process. * Assists on Facility-based telecommunications projects. * Creates an environment that encourages information sharing, team-based resolutions, cross-training, and process improvement within the telecommunications area and across organizational boundaries. * Interface with outside organizations and special interest groups, telephone companies, computer services, technical personnel, staff, administrators, vendors, subcontractors, and consultants. * Adheres to the Code of Conduct and Mission and Value Statements. * Assists with other duties as assigned.

_Knowledge, Skills, and Abilities_ * Required: thorough knowledge/understanding of current and emerging technologies, including: WAN, PRIs, T1s, VoIP, etc. * Required: the ability to manage and oversee large telecommunication projects (project management experience required). * Required: experience in a large, complex organization or corporate structure environment. * Required: knowledge of transmission broadcasting, switching and control of telecommunications systems. * Required: experience in basic PC skills * Preferred: strong understanding of HCA systems procedures. * Preferred: knowledge of principles, theories and practices of performance management and budget management. _Education_ * College Graduate Preferred _Experience:_ * Required: 5-7 years experience supporting data and voice networks, including knowledge of functionality, integrations, technology and systems environments, including experience in layer-3 switching, network cabling and wiring. * Required: experience that includes direct supervision or team leadership. * Required: demonstrated strong leadership and management abilities. * Required: demonstrated experience creating and leading communications with direct reports, senior leaders, business partners, vendors to ensure collaboration, efficiency, and service excellence. * Required: ability to work in stressful situations. _Certification/Licensure:_ * Certifications in appropriate telecommunications technologies preferred. Physical Demands/Working Conditions: * Requires prolonged sitting, some bending, stooping, and stretching. Requires hand-eye coordination and manual dexterity sufficient to operate a keyboard, photocopier, telephone, calculator, and other office equipment. Requires normal range of hearing and eyesight to record, prepare, and communicate appropriate reports.
