Position Summary: Under the general administrative direction of the Chief Operating Officer, the Director of Facilities Management is responsible for the overall management of the following Support Service functions: Engineering, Construction, Security, Safety, 504 Officer, project management, and Disaster Preparedness. Responsible for Support Services throughout the hospital, Medical Office Buildings, and off site buildings. Serves as the Safety Officer to include: directs ongoing, organization wide collection of information about deficiencies and opportunities for improvement in the environment of care, reviews summaries of deficiencies, problems, failures, and user errors related to managing safety, security, hazardous materials and waste, disaster preparedness, life safety, medical equipment, and utility systems. Draws on other sources of information, such as published hazard or recall reports. Reports on findings, recommendations, actions taken, and results of measurement. Regularly participates in hazard surveillance and incident reporting. Participates in the development of safety policies and procedures.

Essential Functions:

  • Engineering: Manages the Engineering services to maintain high-quality patient care and provide a safe and pleasant environment for patients, staff, physicians and guests. Also manages the operations of critical and essential systems and utilities such as electrical, heating, air conditioning, medical gases, and water.

  • Construction and project management: Manages all construction and remodeling projects. Formulates comprehensive construction and renovations plans. Directs activities of architect and other engineering consultants. Prepares and manages construction and remodeling budgets. Interacts with outside agencies and governing authorities. Implements and manages projects in conjunction with contractor and/or subcontractor. Directs development of specific short and long-range programs and project plans to obtain the facility objectives.

  • Security and Safety: Manages the Security department and is the safety officer for the organization. Acts to provide a safe and secure environment for the patients, staff, physicians, and guests of the hospital. Oversees all safety programs and is officer of the Safety Committee. Is responsible for writing and implementing policies and procedures that support safety practices, especially those relating to current Joint Commission Standards. Provides in-service to all hospital employees on Safety Procedures and Hazardous Materials Management programs. Responsible for the planning and coordination of Facilities Management daily activities, the operational efficiency and effectiveness as well as major impact on all other hospital areas.

  • Prepares and submits departmental budgets for supplies, equipment and labor.

  • Effectively interviews and selects a qualified number of personnel as required to meet department objectives while ensuring hiring practices conform to appropriate Affirmative Action/EEO practices and regulations.

  • Provides direction to the staff and supervisors of the Facilities Management. Reviews performance of the department staff and approves staff evaluations. Responsible for appropriate disciplinary action of staff members as needed.

  • Responsible for ensuring the department meets and adheres to all applicable federal, state, the Joint Commission, and local regulatory agency requirements and for ensuring the department and facilities success in any regulatory survey.

  • Participates on various committees and other task forces as may be established by management to plan, organize and drive the facility.

  • Directs and/or participates in regular discussions and reviews on a variety of diverse/complex issues including financial and administrative matters, which have hospital-wide impact.

  • Responsible for making decisions required to maintain acceptable operations based on strategic goals and policies. Displays ingenuity and foresight in determining the most appropriate solution in the absence of established guidelines.

  • Confers with other department directors when necessary to resolve procedural difficulties, clarifying department responsibilities, objectives and resolving identified problems.

  • Directs reviews and analyzes progress and performance of contract services personnel. Makes recommendation on contract initiation, renewals and termination.

  • Responsible for special projects as assigned by the Administrative Management Team. Meets all objectives as set forth in individual evaluation and displays a good work attitude towards job responsibilities.

  • Adheres to hospital/departmental attendance policy, work hours and maintenance of personal appearance as stated in facility policy.

  • Oversight and management of the Assistant Secretary for Preparedness and Response (ASPR) contract and grant.

  • Ensures sound hand hygiene is fostered by education, measurement and intervention, to ensure improved outcomes related to the spread of infections by poor hand hygiene.

    Experience Required or Preferred:

  • Minimum of five years in facilities management, construction, or facility development & planning

  • Two years in a supervisory position in the field, or its equivalence is required.

    Education Required and/or Preferred:

  • High school or GED required

  • Certification in one of the maintenance and/or construction trades is required

  • Bachelor’s degree in Business Administration or related field is preferred
