Summary

This position is located at the Ute Mountain Ute Health Center, Towaoc, Colorado, with occasional and intermittent duties at the White Mesa Health Station, White Mesa, Utah. This position reports to the Supervisory Clinical Nurse.

Responsibilities

The purpose of this position is the provision of educative, preventive, curative, and rehabilitative services to the maternal-child population in the community and to provide comprehensive clinical nursing services.

MCH Community Health Nurse:

  • Assesses maternal child health needs and sets up a plan of action to meet these needs by providing health services to communities, schools, families, and individuals.
  • Provides education to all patients presenting to clinic for prenatal care and documenting prenatal encounters.
  • Identifies high risk maternal child population, assesses needs and sets up a plan of action to address these needs which includes case management and home visits.
  • Provides skilled nursing care to individuals and families including measures designed to prevent complications and to minimize disabilities.
  • Teaches and supervises patients and families in techniques of positive maternal child health measures, accenting and adjusting to the implications and responsibilities of medical care, diagnosis and treatment.
  • Provides services and assists Tribal leaders with the development of their health programs as a consultant, coordinator and/or training officer for tribal health personnel.
  • Participates with interdisciplinary team in defining material child health policies and developing the total care program for patients.
  • Collaborates and coordinates programs with other health resource agencies. Services Provided in Clinic (Outpatient):

  • Provides comprehensive skilled nursing care to pediatric, geriatric, adolescent and adult patients.

  • Occasionally involved in the evaluation, stabilization, treatment and transportation of patients with life-threatening medical conditions, and is routinely involved in the evaluation, treatment of complicated acute and chronic non-life threatening medical conditions.
  • Records patient symptoms and circumstances for use by the physician.
  • Determines simple laboratory procedures that may be required by physician.
  • Prepares patient for examination and assists physician in performing physical examination and/or treatment.
  • Explains treatment and procedures to patients. Administrative:

  • Maintains required records of nursing services.

  • Schedules and prepares for general and specialty clinics.
  • Monitors emergency medical equipment to ensure that they are constantly in a state of readiness.
  • Participates in in-service education programs and Quality Assurance activities.

  • Measles and Rubella immunization required for selectees born after 1957. Seasonal influenza immunization is required for civilian health care facility staff working in Indian Health Service health care facilities.
  • The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal service.

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

For positions requiring positive education requirements, or if you are using education to meet all or part of the qualification requirements, you MUST submit a copy of your transcripts.

BASIC REQUIREMENT(S):

Education: A graduate or higher level degree, bachelor's degree, associate degree, or diploma from an accredited professional nursing educational program is required. This education must have been accredited by the Commission on Collegiate Nursing Education, Council on Accreditation of Nurse Anesthesia Educational Programs, Accreditation Commission for Midwifery Education, or an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

Degree from Foreign Nursing School: Official certification from the Commission on Graduates of Foreign Nursing Schools is required for individuals who graduated from foreign nursing schools.

Licensure: For all grade levels and positions, applicants must have passed the National Council Licensure Examination. In addition, they must possess a current, active, full, and unrestricted license or registration as a professional nurse from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.

Experience:The work experience must have equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. At the GS-9 and above grade level, many positions may require experience in a specialty area of nursing. Examples of specialized work experience: Delivering public health and nursing services to individuals, families, schools, and community; serving patients by visiting homes; determining patient and family needs; developing health care plans; providing nursing services and treatments; referring patients to other community agencies; providing health information by instructing family in care and rehabilitation of patient; teaching home nursing, maternal and child care; participating in community activities providing group instruction for parents; conducting immunization programs; documenting actions by completing forms, reports, and patient records; and assisting community health care team by coordinating assessment, planning, and providing of needed health and related services; participating in case conferences with physicians, hospital and rehabilitative personnel, and representatives of other agencies.

Basic Requirements for the GS-11 (or equivalent) Grade Level

In addition to the above requirements, applicants must meet one of the following requirements: * Successful completion of a Ph.D. or equivalent doctoral degree from a professional nursing educational program or related medical science field; or * At least one full year of professional nursing experience (equivalent to the GS-9 grade level) and possession of a diploma, bachelor's degree, or master's degree from a professional nursing educational program. SELECTIVE FACTOR: In addition to the qualification requirements, to be rated basically qualified for the position, applicants must demonstrate possession of the following knowledge, skills, and abilities: * Verification of a current, valid, active, unrestricted license in any State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States is required when filling all positions for registered nurses at all levels. PUBLIC HEALTH SERVICE (PHS) LICENSURE POLICY: Each PHS Nurse must possess and maintain a current, valid, active State license/registration as a professional nurse.

The selected individual is required to obtain and maintain medical staff clinical privileges, including any licensure requirements. If privileges are not obtained or maintained during employment, the employee will be subject to adverse actions, up to and including removal from Federal Service.

You must meet all qualification requirements within 30 days of the closing date of the announcement.Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave is earned.

This position is not covered by a Bargaining Unit.
