Summary:

The Senior Program Advisor (SPA) reports to the USAID Middle East Regional Platform (MERP) Program Officer (or designee). In the absence of the MERP Program Officer, the SPA report to the MERP Director. The SPA will support planning and implementation for all parts of the USAID program cycle for USAID/Libya. The SPA will also devote effort mentoring three new FSN hires in the MERP Program Office who all support USAID/Libya.

PERIOD OF PERFORMANCE: 6 months.

PLACE OF PERFORMANCE: USAID Middle East Regional Platform (Frankfurt, Germany) with regular travel to Tunis. Exact number and length of trip to Tunis is to be determined. Alternating 2-3 weeks in Tunis with 2-3 weeks in Frankfurt would be ideal.

Duties and Responsibilities:

  • USAID/Libya Program Cycle Support - 80%

  • Advise the Libya Program Officer and Senior Development Advisor (SDA, USAID’s senior-most official in country) on all programmatic budget matters, including liaising with the financial management team and Middle East SPO office

  • Support preparation of annual budget cycle documents including the Operational Plan, Congressional Budget Justification (CBJ), Mission Resource Request (MRR), and Congressional Notifications

  • Prepare budget allowance requests according to funding requirements identified in the Mission’s procurement plan

  • Advise on activity- and project-level monitoring, evaluation, and learning (MEL) plans and data quality assessments (DQAs)

  • Support portfolio review planning and execution

  • Provide advice to the USAID COR of the Monitoring and Evaluation for Tunisia and Libya (METAL) monitoring and evaluation support contract

  • Train and Mentor New MERP FSN Staff Supporting Libya - 20%

  • Support development and execution of the training and professional development plans of three new MERP FSN staff: 1) DOC, 2) Collaboration, Learning, and Adaptation (CLA), and 3) Program Budget. All three will devote significant effort to USAID/Libya

  • Provide mentoring and coaching to new hires

  • Facilitate connections with other seasoned USAID staff in order to build the capacity and professional networks of the new hires

  • Manage input from technical teams, draft documents, manage the clearance process, and submit to the relevant recipient

  • This position does not supervise a team of seasoned FSNs

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s degree in Economics, Public or Business Administration, International Affairs or other field relevant to foreign assistance delivery required

  • 7 years’ experience of relevant work, preferably:

  • USAID Program Officer overseas

  • International affairs

  • Development programming

  • Project management

  • Budgeting, reporting and/or writing and editing in English

  • Language Proficiency:

  • Requires Level 4/4 (fluent) English

  • French and/or Arabic helpful but not required

  • Hands-on experience with USAID Program Office functions highly preferred

Knowledge, Skills and Abilities:

  • In-depth, professional-level knowledge of development principles, concepts, and practices, especially as they relate to foreign assistance programs in the MENA region

  • Excellent communication and inter-personal skills required

  • Ability to plan, organize, manage, and evaluate policy and programmatic activities is required

  • Verbal communication skills, tact, and diplomacy are also required to develop sustainable working relations with MERP staff, clients, and implementing partners

  • Ability to work effectively in a team environment, and to achieve consensus on policy, project, and administrative matters

  • Ability to draft and edit documents directly

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
