The Task Order Project Manager (TOPM) manages the day to day execution of the Defense Language Interpretation Translation Enterprise (DLITE) Horn of Africa (HOA) Task Order. The purpose of this position is to support unity of effort, economy of scale, continuity of operations, resource conservation, efficiency creation and effective staff coordination in support of the deployed management staff’s mission.;Essential Duties and Responsibilities:• Synchronize planning and execution of support and operational activities• Serve as the Senior Mission Essential Manager in-theater and serve as the Senior Representative for all business and contract related activities for Linguists in the AFRICOM area of responsibility• Ensure unity of effort, economy of scale, continuity of operations, resource conservation, and effective staff action• Manage fill rate, retention and attrition;• Conduct all local national recruiting, vetting and hiring initiatives• Maintain customer and employee satisfaction through efficient and effective communication, responsiveness, and quality management• Coordinate with linguist end users, POCs and interface directly with the COR on all contractual performance matters• Maintain 100% accountability of all program employees• Promote proprietary database as the primary management tool to track, assign, and account for personnel• Oversee the local national linguist monthly payroll process• Maintain 100% accountability of equipment; both company and contractor acquired property, assigned to the program• Supervise and develop assigned personnel through appropriate application of counseling, mentorship, and evaluation• Ensure accurate timekeeping in DELTEK in accordance with Mission Essential and DCAA policy• Promote all Mission Essential and program policies and procedures• Responsible for the overall morale, welfare, and safety of assigned personnel• Maintain and document an active Quality Assurance and Control Program focused on implementing our processes and procedures IAW applicable contract SOW’s and regulations• Coordinate priorities and objectives on the Director’s behalf• Gain understanding of project issues and execute the Director’s intent and guidance• Oversee and direct project requirements; identify and communicate staff tasking; and establish suspense’s for completing actions• Keep the Director and PMO informed of significant program decisions, issues, or unexpected and unforeseen requirements• Perform other duties as assignedJOB SPECIFICATIONS• Must have the ability to communicate effectively with senior military officials, managers and subordinates• Exceptional oral and written communication skills• Excellent decision making ability and sound judgment• Excellent computer skills, especially with Microsoft Office applications
