Job Description:

To proactively build Shell’s reputation in the country, as the most competitive and innovative energy company, on behalf of Royal Dutch Shell and to support of the company’s business goals.

Anticipate, develop, influence and/or respond to UA government policy or regulatory action with impact on Shell’s UA and international businesses. Willingness and ability to identify and influence other external stakeholders with influence on the GoU. Support the businesses and functions in their relations with UA Government, regulators, NGOs and other relevant external stakeholders. Advise GD of the Shell Operated JV and UA Country Chair and other senior leaders, where appropriate on handling UA Government and on UA Government priorities. Provide specialist input to the Government Relations (GR) team on downstream business issues and on cross business policy and regulation in the UA.

  • Senior, experienced communications professional with over 5 years of experience in communications

  • Proven experience in leading and managing teams and budgets

  • Experience in delivering against targets in a matrixed organisation

  • Ability to develop trusted relationships with senior stakeholders in a complex environment

  • Extensive media and external affairs experience with solid external relations

  • Demonstrable understanding of the business - gained in a company or a global business environment inside or outside Shell

  • Ability to think strategically and translate business objectives into multi-channel strategies and plans

  • Self-starter showing high degree of personal initiative, drive and desire to provide new business-oriented creative solutions

  • Excellent Ukrainian and English communication skills

  • Educated to degree standard. A good knowledge of the business drivers and threats relevant to Shell’s UA businesses. Downstream business experience, in particular in distribution and supply (including biofuels) and retail an advantage.

  • Experience of industrial relations policy and practice a major asset. A good knowledge and understanding of public policy and Shell's business and technical capabilities as they relate to the energy industry generally and climate/energy security specifically.

  • Interest in politics - both UA and international - and international relations. A good knowledge of (or interest in learning about) workings of the UA Government, civic society and the media.

  • Experience of (or interest in learning about) advocacy to Government officials and diplomats.

  • Good understanding of the UA, and wider, public policy arena.

  • Experience in delivering external relations activities through third party contractors.

  • Ability to write effectively and accurately under time pressure.

  • Ability to judge the impact on JV and Shell's reputation of a particular activity, event or decision and to advise on necessary action.

  • Willingness to take risks.

  • Excellent communication skills. Strong stakeholder management skills.

  • Report to General Director of the JV in Ukraine with dotted line to External Relations Manager of Shell in Central and Eastern Europe/Mediterranean

  • Member of the Country Coordination Team in Ukraine

  • Work in close contact with the Country Chair of Ukraine
