Company Job Title: Construction Program Manager

Clearance: TS/SCI

Location: Djibouti, East Africa

Reports To: Operations Manager

FLSA Status: Exempt, Full Time, Regular

Summary:

The Construction Program Manager shall develop and maintain assets for all construction projects.

Duties and Responsibilities:

  • Understand and manage MILCON/Minor-MILCON/MPO to include:

  • Project Scope

  • Schedule

  • Budget

  • Draft and/or review project submittals, budgets, Independent Cost Estimates

  • Statement of Objectives (SOO), Statement of Work (SOW), project oversight, project quality assurance, submittal review

  • Provide basic project planning and management to include:

  • Create, maintain, present project briefing materials

  • Manage complete budget and schedules for project period of performance

  • Observe work to provide accurate reporting and assurance customer receives specified outcomes

  • Evaluate quality of workmanship, safety, and environmental concerns

  • Assist with drawdown operations.

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Degree in construction, facilities, or related engineering or architectural discipline.

  • Bachelor’s and 10 years of relevant experience

  • Master’s and 8 years of relevant experience

  • Project experience and technical certifications may be used in lieu of degree

  • Experience in large building and/or utility infrastructure design and construction.

  • TS/SCI Clearance required

Knowledge, Skills and Abilities:

  • PMP, CAPM, and/or DAWIA preferred.

  • Must understand construction, design, engineering and renovation.

  • Must have the ability to analyze technical and cost submissions.

  • Knowledge of application of building code requirements.

  • Ability to read blueprints and schematics.

  • Ability to understand various construction design and methods.

  • Knowledge of MS Project, BLUEPRINT (ARCHIBUS), and Microsoft Office Suite.

  • Ability to communicate effectively orally and in writing.

  • Ability to work as a team and individually.

  • Ability to provide direction and supervision of others.

Specific vision abilities required by this job include close vision.

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
