USAID’s Office of Management Services (M/MS) provides logistical support and administrative services in the Washington DC area and worldwide. IT is comprised of the Office of the Director and four Divisions. The Divisions include: the Headquarters Management Division (M/MS/HMD); the Information and Records Division (M/MS/IRD); the Overseas Management Division (M/MS/OMD); and the Travel and Transportation Division (M/MS/TTD). Each division is responsible for overseeing programs in their respective areas along with policies and procedures.

The Budget Analyst will work in the Office of the Director supporting the Program Support team and will assist with the Office of Management Services (M/MS) budget.

Duties and Responsibilities:

  • Budget Planning, Execution & Reporting

  • Assist in the gathering of budgetary needs from Senior staff for preparation of the offices annual spend plans, trackers and budget pipelines.

  • Participate in developing and implementing the office’s budget policies and forecasts of various programs/activities execution.

  • Responsible for reviewing and reconciling accounting data and validating it against internal records.

  • Monitor expenditures and account balances and assist with developing analyses in order to recommend changes in funding and budget plans, highlighting the impact recommendations may have on programs, projects and activities.

  • Provide assigned monthly reports and trackers to the Budget Team Lead.

  • Assist the Program Manager with ensuring that Quarterly Accruals and Auto-Deobligation actions are documented and completed on time.

  • In collaboration with the team, provide support, advice, guidance and recommendations on the budget process to other staff, both orally and in writing.

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s Degree required

  • 3 years of related specialized experience

  • Experience as an intern, support contractor, government staff, or industry staff

  • Active Secret clearance

Knowledge, Skills and Abilities:

  • Skills in Microsoft Office, including Excel, PowerPoint, and Outlook

  • Knowledge of Google Suite, including Google Sheets, Docs, and slides

  • Ability to complete individual tasks effectively

  • Ability to work in a team environment

  • Ability to work with diverse populations

  • Ability to gather and analyze data effectively

  • Ability to apply critical thinking to a wide variety of problems

  • Ability to comprehend and analyze complex problems

  • Excellent oral and written communication skills

  • Ability to work during the hours of 7:45 AM to 4:30 pm

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
