Summary:

The Management and Program Analyst is assigned to the Office of the Assistant Administrator for Management, Bureau for Management. The Management and Program Analyst will manage and coordinate operations and information within the Bureau for Management.

Duties and Responsibilities:

  • Plan, develop, establish, assist and direct procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems, such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets

  • Coordinate the development and integration of management processes and business systems documentation.

  • Provide guidance in the resolution of complex problems or issues impacting the M Bureau and/or USAID programs, such as those associated with operational functions including finance, procurement, IT and policy.

  • Participate in the analysis of agency-wide projects and programs, such as coordinating the analysis of agency-wide program needs and requirements.

  • Research and analyze, provide technical advice and assistance on complex program issues, such as issues or problems which impact substantive, mission-oriented programs.

  • Recommendations may pertain to complex conclusions from evaluative studies; interrelated issues concerned with cross-cutting or conflicting goals; and adherence to budget constraints as they relate to cost/benefit analysis.

  • Act as a senior coordinator on special projects and advise senior management on major office issues.

  • Lead, conduct or participate in complex management studies and reviews--particularly those with wide or significant effect upon or within the M Bureau and/or USAID's organizational structure, policy, processes, operations, fiscal control, and economy and those where the boundaries of the studies may be broad.

  • Select qualitative and /or quantitative methodologies appropriate to the subject under examination.

  • Provide day-to-day senior-level support to Bureau for Management officials, including, but not limited to, generally, under very tight deadlines:

  • Prepare briefing materials

  • Coordinate global meetings

  • Accompany senior official to events

  • Proactively engage other agency and inter-agency personnel to respond to taskers

  • Organize assigned projects by planning and directing team study work.

  • Other duties as assigned

Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s Degree required

  • 5 years of relevant work experience required

Knowledge, Skills and Abilities:

  • Ability to obtain Secret Clearance

  • Knowledgeable in the use of Microsoft Office and its programs

  • The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment.

  • During visits to areas of operations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and loud noise.
